AND WHAT IS GROSS RECEIPTS TAX AND, AND INTERGOVERNMENT CHARGES? GROSS RECEIPTS IS, UM, THINGS LIKE UTILITIES, CONED, VIOLA, UH, THERE'S OTHER, UM, UH, YOU KNOW, ENTITIES THAT HAVE TO PAY THAT AS WELL.

RESOLVED THAT THE MAYOR AND BOARD OF TRUSTEES AUTHORIZE THE VILLAGE MANAGER TO EXECUTE AN INTERIM MUNICIPAL AGREEMENT WITH THE VILLAGES OF DOBBS FERRY AND IRVINGTON TO ACT AS LEAD FOR THE INFLATION REDUCTION ACT, URBAN AND COMMUNITY FORESTRY INITIATIVE PROJECT AS ATTACHED.

WE HAD APPLIED FOR SOME TIME AGO FROM THE, UH, USDA, UH, THE USDA AWARDED THE GRANT TO AMERICAN FORESTS, WHICH IS A NOT-FOR-PROFIT THAT'S OF CONCERN ABOUT FORESTS AND, UM, RECOMMENDED AMERICAN FORESTS TO GIVE SUB-RECIPIENT AWARDS.SO WE WORKED WITH AMERICAN FORESTS TO, UH, FIT WITHIN THEIR CRITERIA.
AND, UM, WE'VE, UH, HAVE NOW, UM, UH, COME TO, TO AGREEMENT WITH THEM AND ON, ON, YOU KNOW, ON, ON WHAT WORK CAN BE DONE.
THE, THE BENEFIT OR A DETRIMENT TO THAT WAS THAT WE DIDN'T, WE NO LONGER HAD A MATCH THAT, BECAUSE AMERICAN FOREST HAS NO MATCH IN THEIR GRANT PRO, YOU KNOW, PROCESS.

AND THEN, UH, IN SOME CASES ALL THE WAY UP TO, TO BROADWAY, LIKE IT INCLUDES, UH, QUARRY PARK AND DRAPER PARK AND RALLIES, BRIDGE TRAIL, PLACES LIKE THAT.
UM, BUT THE REASON WHY WE HAVE AN IMA WITH THE, WITH, UH, IRVINGTON AND DOBBS FERRY IS BECAUSE WE MADE THIS GRANT, UH, COLLECTIVELY, WE MADE THE GRANT APPLICATION COLLECTIVELY.
AND THIS IMA SIMPLY SETS OUT THE, UH, RELATIONSHIP THAT WE HAVE, UM, A SHARING OF COSTS FOR THE, UH, PREPARATION OF THE GRANT APPLICATION AND THE PROCESS OF, UH, ALL OF THE MUNICIPALITIES GETTING REIMBURSEMENT THROUGH THE GRANT, WHICH WILL POUR THROUGH OUR VILLAGE.

WHEREAS A PROJECT FOR THE ROSEDALE AVENUE SIDEWALKS VILLAGE OF HASTINGS ON HUDSON, WESTCHESTER COUNTY, PENN 8 7 6 3 0.46, THE PROJECT IS ELIGIBLE FOR FUNDING UNDER TITLE 23 US CODE AS AMENDED.
THAT CALLS FOR THE, THE APPORTIONMENT OF THE COSTS SUCH PROGRAM TO BE BORN AT THE, THE RATIO OF 80% FEDERAL FUNDS AND 20% NON-FEDERAL FUNDS.
AND WHEREAS THE VILLAGE OF HASTINGS ON HUDSON DESIRES TO ADVANCE THE PROJECT BY MAKING A COMMITMENT OF 100% OF THE NON-FEDERAL SHARE OF THE COST OF PRELIMINARY ENGINEERING AND ROW INCIDENTALS, NOW, THEREFORE, THE VILLAGE BOARD DULY CONVENE, DOES HEREBY RESOLVE THAT THE VILLAGE BOARD HEREBY APPROVES THE ABOVE SUBJECT PROJECT.
AND IT IS HEREBY FURTHER RESOLVE THAT THE VILLAGE BOARD HEREBY AUTHORIZES THE VILLAGE OF HASTINGS ON HUDSON TO PAY IN THE FIRST INSTANCE, 100% OF THE FEDERAL AND NON-FEDERAL SHARE OF THE COST OF THE PRELIMINARY ENGINEERING AND ROW INCIDENTAL WORK FOR THE PROJECT OR PORTIONS THEREOF.
AND IT IS FURTHER RESOLVED THAT THE SUM OF $393,000 IS HEREBY APPROPRIATED FROM AA 9 0 9 UNASSIGNED FUND BALANCE AND MADE AVAILABLE TO COVER THE COST OF PARTICIPATION IN THE ABOVE PHASE OF THE PROJECT.
AND IT IS FURTHER RESOLVED THAT IN THE EVENT THE FULL FEDERAL AND NON-FEDERAL SHARE COSTS OF THE PROJECT EXCEED THE AMOUNT APPROPRIATED ABOVE THE VILLAGE BOARD SHALL CONVENE AS SOON AS POSSIBLE TO APPROPRIATE SAID EXCESS AMOUNT IMMEDIATELY UPON THE NOTIFICATION BY THE VILLAGE MANAGER THEREOF.

UH, THIS PARTICULAR AREA HAS A VERY HIGH GROUNDWATER, AND THAT'S BECAUSE BOUT'S BROOK REALLY KIND OF STARTS UNDER, UNDER ROSEDALE AVENUE
I DON'T KNOW IF THEY, I UNDERSTAND THERE MAY HAVE ONE AT ONE TIME, BEEN A QUARRY THERE.
I DON'T KNOW IF ANYBODY, WELL, THERE WAS DEFINITELY AN ICE POND, UM, AT ROSEDALE AND I BELIEVE AT RAVENSDALE.
SO I THINK THERE'S, IT'S DEFINITELY SOME WETLANDS IN THAT AREA.
SO, UM, SO IT'S, IT'S, IT'S VERY FLAT THERE.
IT'S, YOU KNOW, IT'S KIND OF A LITTLE BIT OF A VALLEY.
AND, UM, OUR, OUR, UH, ENGINEER BELIEVES THAT, UM, PROVIDING THE CURBS, RAISING THE CURBS AND INCREASING THE NUMBER OF CATCH BASINS WILL HELP TO GET THE WATER INTO THE PIPE THAT IS, THAT IS, UH, UH, UNDERGROUND THERE.
UM, BUT JUST SO YOU'RE AWARE, WE ARE DOING AN INFRASTRUCTURE SURVEY OF, OF THE ENTIRE VILLAGE.

BUT IN ANY EVENT, THERE'S A, A, A COMMUNITY, UM, REFORESTATION GRANT, UH, AND WE ALSO GOT A NOTE FROM THE CONSERVATION COMMISSION ABOUT IT.
UM, AND, AND THAT GRANT IS A NO MATCH GRANT, AND IT, UH, CAN APPLY ANYWHERE IN THE VILLAGE.
AND IT'S, IT'S BASICALLY FOR URBAN FOREST RESTORATION AND ALSO FOR, UH, COMPETING VEGETATION CONTROL, WHICH FITS VERY NICELY INTO THE CRITERIA THAT WE NEED FOR, UH, SOME OF THE PLACES THAT WE'RE, UM, WE'RE NOT WITHIN THE, THE WORK AREA OF OUR OTHER FORESTRY GRANT.

AND, AND BASED ON THEIR STUDIES NOW, BY ELIMINATING MANY OF THE TRAFFIC LIGHTS AND REPLACING 'EM WITH CIRCLES, UM, THEY ARE, THEY'VE MADE A VERY CONVINCING CASE THAT ACTUALLY THE, THE, EVEN THOUGH THE TRAFFIC HAS BEEN SLOWED DOWN RIGHT.
