UM, I HAVE A COMMENT AND I KNOW YOU'RE GONNA BE TALKING ABOUT SCHEDULING MEETINGS, UH, OR HEARINGS ABOUT UNSAFE BUILDINGS.

I HAD A QUICK COMMENT ABOUT THE PAPERWORK THAT WAS PUBLISHED.

SOMETHING YOU MAY WANT TO LOOK AT BEFORE THE MEETING IN SECTION 1 0 6 DASH THREE, ITEM 13.

UM, IN DESCRIBING WHAT BUILDINGS ARE CONSIDERED UNSAFE, IT SAYS THOSE BUILDINGS ARE STRUCTURES EXISTING IN VIOLATION OF ANY PROVISION OF THE UNIFORM CODE, THE ENERGY CODE, THE FIRE CODE, THE P-M-C-N-Y-S OR THE VILLAGE CODE WOULD BE CONSIDERED, UH, UNSAFE.

THAT MAY NEED TO BE EXPANDED UPON BECAUSE AS AN ARCHITECT, WHEN WE WORK WITH CODES, THE AGE OF THE BUILDING THAT WE'RE TALKING ABOUT, UM, WILL BE SUBJECT TO DIFFERENT YEARS CODES.

SO IF YOU HAVE A BUILDING, LET'S SAY LIKE I DO HAVE A HOUSE THAT'S OVER 110 YEARS OLD, THEREABOUTS, UM, I WOULD BE SUBJECT TO A DIFFERENT CODE IF I HAVEN'T DONE WORK TO THAT BUILDING THAN WOULD BE IF I HAD A NEWER BUILDING.

SO TO JUST SAY SOMETHING IS NOT COMPLYING WITH CODE DOES NOT REALLY SPECIFY WHAT CODE THAT NEEDS TO COMPLY WITH.

AND SO THAT, THAT COULD BE A LOT OF CONSIDERATION.

UM, I DID HAVE A CHANCE TO TAKE A LOOK.

I KNOW YOU'RE GONNA BE DISCUSSING THE RESOLUTION ON THE PARKING AND I'M GLAD TO SEE IT LOOKS LIKE THINGS HAVE GONE BACK TO WHERE THEY WERE, WHICH SEEMED TO BE WORKING FOR THE RESIDENTS.

UM, AND HOPEFULLY THE DPW WAS ABLE TO GET ALL OF THEIR ISSUES WORKED OUT.

SO I WAS HAPPY TO SEE THAT WE'RE BACK TO THAT.

UM, AND THEN AGAIN, I HAVE THE QUESTION, ARE WE GONNA BE GETTING NEW SIGNS? ARE THEY PUTTING UP THE OLD SIGNS? 'CAUSE I STILL HAD AN OUTSTANDING QUESTION ABOUT HOW THE PREVIOUS RESOLUTION WAS, UH, WAS THOUGHT ABOUT APPROVED.

RESOLVE THAT THE MARIN BOARD OF TRUSTEES SCHEDULE A PUBLIC HEARING FOR TUESDAY, MARCH 4TH, 2025 AT 7:00 PM OR SHORTLY THEREAFTER TO CONSIDER PROPOSED LOCAL LAW B OF 2025, A LOCAL LAW AMENDING THE HASTINGS ON HUDSON VILLAGE CODE TO UPDATE CHAPTER 1 0 6 BUILDINGS UNSAFE.

WE'VE DISCUSSED THIS FOR SEVERAL WEEKS.

UM, AND YOU HAVE THE MATERIAL SENT BY OUR ATTORNEY, ATTORNEY WHITEHEAD, DO YOU WANT TO SAY ANYTHING BEFORE WE, UM, MAKE A MOTION

I MEAN, ON, ON THE COMMENT THAT, UM, WAS JUST MADE, UM, WE COULD PROBABLY REVISE THAT SECTION TO SAY EXISTING IN VIOLATION OF ANY PROVISION OF THE RELEVANT VERSION OF YEAH.

SO REMEMBER THIS STARTS WITH THE BUILDING INSPECTOR, DETERMINING THAT A BUILDING IS UNSAFE, SENDING OUT A NOTICE, AND THEN IF THE NOTICE IS DISREGARDED AND NOTHING IS DONE, THE NEXT STEP IS FOR YOUR BOARD TO, UM, CAUSE A SURVEY TO BE MADE OF THE SUBJECT UNSAFE BUILDING OR STRUCTURE.

SO WE HAVE PROVIDED THAT THE BOARD OF TRUSTEES DESIGNATES THE BUILDING INSPECTOR AND THE FIRE INSPECTOR TO PERFORM THAT SURVEY.

UM, AND THE QUESTION THAT CAME UP WAS WHETHER IF THE BUILDING INSPECTOR IS ALREADY THE ONE WHO'S DESIGNATED IT AS UNSAFE, HE SHOULD ALSO BE THE ONE, UM, UNDERTAKING THE SURVEY.

UM, I CAN TELL YOU THAT SOME MUNICIPALITIES DO DESIGNATE THE BUILDING INSPECTOR AND THE VILLAGE ENGINEER.

WE HAD A PRIOR DRAFT THAT SAID THAT THE, UM, BOARD OF TRUSTEES WOULD DESIGNATE ONE OFFICIAL OF THE VILLAGE AND ONE BUILDER ENGINEER OR ARCHITECT FROM THE VILLAGE.

UM, SO WE CAN CHANGE THAT.

UM, BACK TO ONE OF THOSE, OR A COMBINATION OF THOSE, UM, I THINK MAYBE IT COULD BE KEEP THE FIRE INSPECTOR, UM, BUT MAYBE ADD, YOU KNOW, AN ARCHITECT OR ENGINEER.

UM, AND THEN WHAT WE HAD TAKEN OUT, BECAUSE IT WAS THE BUILDING INSPECTOR AND FIRE INSPECTOR, THERE WAS ALSO A PROVISION, UM, THAT THAT THIRD PARTY WAS NOT A VILLAGE EMPLOYEE OR OFFICIAL COULD GET PAID FOR DOING THAT.

THAT WAS MY QUESTION ARE, ARE THERE ANY OTHER COMMUNITIES THAT ARE HIRING A THIRD PARTY AND MAYBE JUST BRINGING THEM AS NEEDED? YEAH.

SO IT WOULD BE, YOU WOULD BE DESIGNATING THEM FOR THIS PARTICULAR PROPERTY.

SO YES, WE'VE SEEN IT IT BOTH WAYS.

YEAH.

EACH TIME THAT THERE'S AN INSTANCE, IT COULD BE A DIFFERENT PERSON.

SO WE HAVE TO CREATE A LIST OR NO, I THINK IT'S MORE, IT HAS TO BE A, A LICENSED ENGINEER OR REGISTERED ARCHITECT.

UM, IT, IT'S A MATTER OF WHETHER YOU WANT THE BUILDING INSPECTOR TO BE REVIEWING THE BUILDING INSPECTOR, YOU KNOW, WHAT HE ALREADY DETERMINED OR WHETHER YOU WANT IT TO BE A THIRD PARTY AND THEN HE'D BE SUBMITTING THE REPORT TO HIMSELF AS WELL.

I I, MY VIEW IS IT'S BETTER FROM A SORT OF PROCEDURAL FAIRNESS POINT OF VIEW IF IT'S A DIFFERENT PERSON THAN HIMSELF.

YEAH, THAT'S MY, I WOULD AGREE WITH THAT VIEW.

BUT HE HAD ASKED US TO MAKE THIS CHANGE.

BUT IT'S UP TO YOU NOT, NO.

UM, SO SHOULD WE KEEP THE FIRE INSPECTOR AND THEN MAKE IT ONE, UM, ENG LICENSED ENGINEER OR REGISTERED ARCHITECT? YEAH, THANK YOU.

AND THEN PUT IN THE PROVISION THAT THAT THIRD PARTY IS ENTITLED TO PAYMENT.

SO WE'LL MAKE THAT CHANGE AND CIRCULATE IT.

UM, BUT NOT, NOT PAYMENT BY THE VILLAGE PAYMENT BY THE WHO'S PAYING, WHO'S PAYING THIS? WELL, THE, THE VILLAGE CAN ULTIMATELY, UM, CHARGE IT BACK ITS EXPENSES IF THEY HAVE TO.

THERE'S THIS PROVISION AS IF YOU READ ON YEAH, YEAH.

THAT, THAT PROVIDES THAT IT CAN EITHER BE, UM, PUT AS A LIEN ON THE PROPERTY AS, AS TAXES WOULD BE, OR, YOU KNOW, YOU CAN, YOU'RE THE VILLAGES EXPENSES IN COURT TO TRY TO, TO RECOVER THE, THE FUNDS, YOU KNOW, THAT THE VILLAGE HAS EXPENDED.

SO CAN YOU REFERENCE THAT THEN? MAYBE IT'S CLEAR ENOUGH, BUT YEP.

SO SOMETHING THAT I THINK NEEDS TO BE LOOKED AT IS WHO ASSUMES THE LIABILITY

AND THEN, UM, WHAT WE'VE DED HERE NOW IS INDICATE TO YOU THE CHANGES IN ADDITIONS AND DELETIONS, UM, IN THE ALTERNATE PARKING SECTION.

RESOLVED THAT THE MAYOR AND BOARD OF TRUSTEES AUTHORIZE THE VILLAGE MANAGER TO EXECUTE SUPPLEMENTAL AGREEMENTS WITH NEW YORK STATE FOR CONTRACT YEARS 22, 23, 20, 23, 24, AND 24 25 FOR SNOW AND ICE REMOVAL AND FOR THE EXTENSION OF THE CONTRACT FOR ANOTHER FIVE YEAR TERM FROM 24 TO 29 AS ATTACHED.

I THINK THIS IS FAIRLY SELF-EXPLANATORY AND I THINK YOU'VE SEEN THE AGREEMENT AND IT'S SOMETHING THAT WE DO PRETTY MUCH EVERY TIME WE HAVE TO, NOT EVERY YEAR, BUT WHEN THE CONTRACT'S DUE.

YEAH, THE LAST TIME I THINK 2019 OR 20 SOMETHING LIKE ANY, ANYTHING, ANY QUESTIONS ANYONE HAS? IS THERE ANYTHING YOU WANT TO ADD FOR MANAGER MURPHY? NO, JUST THIS IS JUST A, A MECHANISM BY WHICH THE STATE REIMBURSES US FOR THE, UH, SNOW AND ICE REMOVAL THAT WE DO ON STATE ROADS.

THIS IS FORMALIZING WHAT WE'VE AGREED TO DO.

AND THE NEW PLAN WILL BE PUT ON THE VILLAGE WEBSITE, I THINK IT'S CALLED PLAN HASTINGS IS THE SITE.

UM, AND I JUST, UM, JUST TO KIND OF GIVE YOU A BRIEF, VERY BRIEF OVERVIEW, OBVIOUSLY KNOW'S, HAD A CHANCE TO REVIEW IT, AND WE'LL HAVE OUR WORK SESSIONS WHERE WE'LL GO INTO, YOU KNOW, DETAIL WITH REGARD TO EVERYTHING.

BUT, UM, THIS BUDGET, UH, YOU KNOW, THE GENERAL, THE GENERAL FUND BUDGET, UH, IS, UH, FOR OPERATIONS THAT TOTALS $19,310,812.

IT REFLECTS A, UH, $54,094 DECREASE IN APPROPRIATIONS.

UH, AT THE SPENDING LEVEL, THE TAX RATE WOULD BE 5.32%, WHICH IS A 25%, UH, DECREASE, OR A 4.5% DECREASE IN THE TAX RATE FROM LAST YEAR.

UH, THE TAX LEVY ITSELF HAS INCREASED BY 4%.

UM, IT IS COMPLIANT WITH THE TAX CAP BECAUSE OF THE WAY THE COMPUTATION IS DONE BASED ON, UH, THE ASSESSED VALUE OF THE VILLAGE.

AND, UM, THE ASSESSED VALUE, UH, IS THE ASSESSED VALUE THAT WAS PRESENTED ON THE TOWN OF GREENBURG ASSESSMENT ROLE.

UH, THERE ARE POTENTIALLY, UH, CHANGES IN THEM, USUALLY NOT, YOU KNOW, SIGNIFICANT CHANGES BASED ON SMALL CLAIMS AND TERTIARY SETTLEMENTS.

UM, THIS, UH, THE OPERATIONAL BUDGET DOES NOT INCLUDE GRANT FUNDING, UH, FOR MANY PROJECTS THAT WE HAVE HERE IN THE VILLAGE TO PROMOTE SUSTAINABILITY, CONSTRUCT STORMWATER IMPROVEMENTS, IMPROVE PARKS, CREATE SIDEWALKS, AND, UH, OTHER, OTHER PROJECTS.

IT ALSO DOES NOT INCLUDE CAPITAL PURCHASES SUCH AS VEHICLES MACHINERIES.

UH, THESE ARE CONTAINED IN A, IN THE SEPARATE FIVE YEAR CAPITAL PLAN.

UM, THE BUDGET, UH, WAS CREATED WITH HELP FROM ALL OF THE DEPARTMENT HEADS AND, UH, PARTICULARLY THE VILLAGE CLERK TREASURER AND THE DEPUTY TREASURER DIRECTOR OF, UH, IT, UH, WHO HAVE BEEN VERY INTIMATELY INVOLVED IN THE PROCESS.

AND I EXTEND MY SINCERE GRATITUDE, UH, FOR THEM.

WE ALSO CONSULT, UH, REACH OUT TO OUR CONSULTANTS AND SERVICE PROVIDERS, UH, FOR ANY INPUT THEY MAY HAVE WITH REGARD TO THEIR, UM, FEES AND SERVICES.

THE LIBRARY FUNDING, UH, IN THIS BUDGET IS $1,184,392.

UH, MOST OF THE REVENUE STREAMS ARE FAIRLY FLAT OR AT, AT, UH, YOU KNOW, LEVEL SIMILAR TO THOSE THAT WE SAW IN 24 AND 25.

UH, WE HAVE SEEN AN INCREASE IN INTEREST EARNINGS AND,

BUT, YOU KNOW, WE'LL, WE'LL WATCH THAT.

SO, BUT I THINK THAT WE EVEN, EVEN, EVEN IF THEY, YOU KNOW, DROP IT BY, YOU KNOW, 25 BASIS POINTS OR SOMETHING, I DON'T, I THINK THAT WE'LL STILL BE ABLE TO, TO, UH, EARN WHAT WE'VE PROPOSED IN, IN INTEREST INCREASES MORTGAGE TAX REVENUE, UH, HAS BEEN, UH, PROPOSED TO BE DECREASED, UM, TO REFLECT RECENT ACTUALS AND, AND MARKET ACTIVITY, UH, WITH REGARD TO APPROPRIATIONS.

UM, THEY'RE THERE TO PROVIDE OUR STAFF WITH THE TOOLS AND RESOURCES THAT THEY, THAT THEY NEED.

WE HAVE SOME REALLY, UM, STAFF HERE THAT HAVE, UH, LONG-TERM INSTITUTIONAL KNOWLEDGE OF THE VILLAGE AND, AND, UH, PROVIDE A LOT OF VALUE ADDED FROM THAT.

UM, THE, THE BUDGET MAINTAINS STAFFING AT THE CURRENT LEVEL AND PROVIDES FOR RECRUITMENT, UH, TO REPLACE ANYBODY THAT'S, UH, SEPARATES FROM RETI, FROM OR RETIRES FROM, UH, THE VILLAGE.

AND, UM, WE'VE INCLUDED SALARY INCREASES, UH, BASED ON OUR COLLECTIVE BARGAINING AGREEMENTS FOR POLICE AND, UH, TEAMSTERS AND ALSO SALARY, SIMILAR SALARY INCREASES FOR NON-REPRESENTED EMPLOYEES.

UM, THE BUDGET INCLUDES FUNDING FOR PARKS, RECREATION PROGRAMS, UH, FIRE DEPARTMENT AND AMBULANCE NEEDS, POLICE PROTECTION, ENGINEERING ASSISTANCE IN GRANT WRITING AND ADMINISTRATION, GENERAL GOVERNMENTAL SERVICES, UH, SEWER MAINTENANCE, UH, STREET MAINTENANCE AND THINGS OF THE LIKE.

UM, AND AGAIN, I WOULD JUST LIKE TO EXTEND MY APPRECIATION TO THE VILLAGE CLERK TREASURER AND THE DEPUTY TREASURER TECHNOLOGY DIRECTOR FOR THEIR HELP IN CREATING THE BUDGET AS WELL AS, UH, THE, THE WHOLE, UH, TREASURY TREASURER TEAM.

WE HAVE BEEN ADVISED BY AMERICAN FORESTS THAT, THAT, UM, UH, THAT WE, THAT, THAT, THAT GRANT IS, IS, THEY DIDN'T CALL IT PAUSE, THEY ACTUALLY CALLED IT, UM, UH, UH, SUSPENDED.

SO, UM, AT THIS POINT WE'RE, WE'RE, WE'RE WE, UNTIL WE ARE FURTHER ADVISED FROM THEM THAT WE CAN MOVE FORWARD ON IT, WE WILL NOT BE MOVING FORWARD ON THAT GRANT.

BUT WE DO HAVE JUST, JUST REMIND EVERYONE THAT'S THE GRANT THAT WE SHARE WITH DOBBS FERRY AND IRVINGTON.

UM, SO, UH, WE'RE GOING TO BE BRINGING ON, UM, LBS ECOLOGICAL, WHICH IS THE, UH, THE ARBORIST FOR FORESTRY, UH, PROFESSIONAL WHO HELPED US ORIGINALLY DO, UM, THE, THE SURVEY OF HILLSIDE WOODS AND MAKE THE ORIGINAL, UM, PROPOSALS THAT, THAT GOT US, YOU KNOW, THE FUNDING TO BUILD THE FENCE AND, AND, AND START SOME OF THE PROCESSES THAT WE ARE DOING.

AND, UH, IT MIGHT LEAD US INTO A RELATIONSHIP THAT WE COULD DEVELOP WITH HIM IN THAT REGARD FOR OTHER AREAS IN THE VILLAGE AS WELL.

SO I JUST WANTED TO LET YOU KNOW THAT WE'RE BRINGING, HE'S GONNA BE HELPING WITH THE GRANT, HOPEFULLY WE'LL GET THE GRANT.

AS I MENTIONED AT THE LAST BOARD MEETING, THE MAIN TOPIC OF CONVERSATION WAS THE ORDER BY THE WHITE HOUSE, UM, BUDGET OFFICE TO PAUSE ON PAYMENTS OF TRILLIONS OF, OF DOLLARS OF FEDERAL GRANTS.

SO MOST SINCE, SINCE THE TIME OF THE NIKON MEETING, THAT HAS MOSTLY RESOLVED ITSELF EXCEPT IN A FEW CASES LIKE THE CASE OF THE FORESTRY GRANT.

UM, SO FOR US, WE BELIEVE THAT MOST OF OUR GRANTS WILL REMAIN UNAFFECTED.

UM, BUT, UH, MANY MUNICIPALITIES WERE VERY CONCERNED AND MANY OF THEM STOOD TO LOSE MILLIONS AND MILLIONS OF DOLLARS, ESPECIALLY, UH, COMMUNITIES THAT HAD ECONOMIC JUSTICE AND CLIMATE JUSTICE, UM, POPULATIONS.

UM, THERE WAS LOTS OF OTHER DISCUSSIONS ABOUT FUNDING.

SO I THINK EVERYONE KNOWS THAT AIM FUNDING WAS INCREASED.

AIM, AIM IS BASIC FUNDING THAT MUNICIPALITIES GET.

WE GET ABOUT 60,000, I THINK 66,000 A YEAR, AND THERE WAS A TINY INCREASE LAST YEAR.

WE GOT $2,000 MORE THAN IN ALL OF THE 15 PRIOR YEARS.

SO IT HAD STAYED STAGNANT FOR 15 YEARS.

SO OF COURSE, WE'RE ASKING FOR ALL OF US AS MUNICIPAL OFFICIALS THAT ARE ASKING FOR THAT TO BE INCREASED AND TO INCREASE OTHER POCKETS OF MONEY.

SO CHIPS, MONEY, NEW YORK MONEY, UH, BRIDGE, NEW YORK MONEY, AND THE POP PROGRAM PROGRAM, WHICH IS PAVE OUR POTHOLE.

SO THERE'S A LITTLE AMOUNT OF MONEY THAT'S ALLOCATED TO EACH MUNICIPALITY BASED ON POPULATION, AND THAT ALL ADDS UP, AND IT REALLY DOES HELP TO COVER BASIC INFRASTRUCTURE COSTS ALONG WITH THE MAIN SOURCE WE USE, WHICH IS BONDING MOSTLY FOR MOST OF OUR INFRASTRUCTURE.

THAT'S THAT KIND OF INFRASTRUCTURE.

THERE WAS A CALL FOR MORE WATER AND SEWER, UM, FUNDING AND MORE MONEY TO GO INTO PROGRAMS LIKE, UM, NEW YORK FORWARD AND THE DOWNTOWN REVITALIZATION INITIATIVE.

AND, UM, THE GOVERNOR INDICATED THAT THAT'S SOMETHING THAT'S IN HER BUDGET.

SO WE'LL SEE WHAT, YOU KNOW, AFTER ALL THE DEBATING WHAT ENDS UP HAPPENING.

UM, THERE WAS, THERE WAS ALSO MONEY ALLOCATED FOR VOLUNTEER FIRE INFRASTRUCTURE AND, UM, QUITE A LOT OF MONEY THAT WENT INTO PROMOTING HOUSING ONE WAY OR ANOTHER.

SO, UH, MIXED INCOME REVOLVING LOAN FUND, MIDDLE AND, UH, LOW INCOME HOUSING CREDITS AND, UM, AFFORDABLE HOMEOWNER TAX INCENTIVES.

ALL OF THOSE KINDS OF INITIATIVES THAT THAT SORT OF PROMOTE, UM, PROMOTE HOUSING.

UM, AND THERE WERE A FEW OTHER, THERE WERE SOME THINGS THAT WERE VERY BIG CITY ITEMS, YOU KNOW, MIGRANT AID AND SUPPORT THAT DOESN'T, THAT DON'T REALLY AFFECT US.

UM, BUT, UH, THE, THE OTHER THING THAT CA THAT CAME UP THAT IS IN THE GOVERNOR'S BUDGET IS A ONE TIME INFLATION REFUND FOR, UM, FOR RESIDENTS.

THESE ARE SPECIFIC ITEMS THAT WILL BENEFIT RESIDENTS THAT ARE IN, IN THE BUDGET, UM, AND

A MIDDLE CLASS TAX CUT.

SO OBVIOUSLY IT'S AN ELECTION YEAR.

AND, UH, , THOSE TWO ITEMS WERE, WERE IN THE, THE, THE, THE, UM, GOVERNOR'S BUDGET AND ALSO, UM, A COMMITMENT TO PUT MORE MONEY IN OR TO ESTABLISH A UNIVERSAL FREE SCHOOL MEALS PROGRAM.

UM, UH, SO REGARDLESS OF INCOME.

SO THOSE WERE THE MAIN ITEMS. UM, AND THE, I THINK YOU ALL SHOULD HAVE RECEIVED THE LEGISLATIVE PACKAGE FROM NYCOM, AND I DO ENCOURAGE YOU TO READ IT BECAUSE, UM, IT'S VERY VALUABLE.

IT'S A GREAT ORGANIZATION AND, UM, QUITE A LOT OF THE ADVOCACY THAT WE'VE DONE HAS ACTUALLY BEEN SUCCESSFUL.

UM, EVEN IF, YOU KNOW, THE AIM FUNDING IS ONE THAT WE ALWAYS MOAN ABOUT WHEN WE GET TOGETHER.

IT'S VERY, UH, IT'S VERY DISAPPOINTING, BUT IT DOESN'T END UP BEING INCREASED IN THE SAME WAY AS SCHOOL FUNDING GETS INCREASED.

SO OURS HAS BEEN STAGNANT, BUT SCHOOL FUNDING HAS, HAS, UH, HAS RAISED, BEEN RAISED DRAMATICALLY.

UM, THE, THE NEXT THING ON OUR AGENDA IS THE ABODE FOUNDATION, TREE CITY USA DESIGNATION.

IT USED TO BE THAT A FINAL SUB CONDITIONAL, FINAL SUBDIVISION APPROVAL WAS GOOD FOR 180 DAYS, AND AN APPLICANT COULD GET TWO 90 DAY EXTENSIONS.

AND IT USED TO BE LIMITED, LIKE THAT STATE LAW WAS AMENDED TO TAKE OUT THAT LIMITATION.

YOUR CODE STILL HAS THE LIMITATION TO TWO 90 DAY EXTENSIONS.

WE'VE GOT A COUPLE OF THEM PENDING RIGHT NOW, BUT BECAUSE THERE'S BEEN SO FEW, THE BUILDING INSPECTOR HAS ACTUALLY ASKED ME TO OUTLINE THE STEPS FOR HIM.

SO BECAUSE HE'S NOT USED TO DEALING WITH THEM, BECAUSE IT'S SO YEAH.

EASY TO PUSH OUT.

SO WE WERE ALREADY KIND OF LOOKING AT PUTTING SOMETHING TOGETHER.
