THE FIRST PUBLIC HEARING IS ON PROPOSED LOCAL LAW A OF 2025.

A LOCAL LAW AMENDING THE ZONING MAP OF THE VILLAGE OF HASTINGS ON HUDSON TO REZONE CERTAIN PARCELS OF DEDICATED PARKLAND TO THE PR ZONING DISTRICT.

SO AS YOU WILL ALL RECALL, IN 2021 AND IN 2023, WE DEDICATED, I THINK IT ADDED UP TO 89% OF OPEN SPACE AS PARK LAND.

THAT IS WHAT PRESERVES IT IN PERPETUITY.

AND NOW WHAT WE ARE DOING IS WE ARE MATCHING THE ZONING DESIGNATIONS, WHICH ARE KIND OF RANDOM ON THOSE PIECES OF LAND SO THAT IT'S CLEAR WHAT THEY ARE FROM A ZONING PERSPECTIVE.

SO THAT IS WHAT WE ARE DOING WITH THIS.

AND, UM, THEY'RE ALL LISTED, UH, IN THE REDS IN THE, IN THE LAW.

AND, UM, OUR CLERK PROVIDED A VERY LOVELY MAP THAT EXPLAINS WHERE ALL, WHERE ALL OF THOSE PIECES ARE.

AND AGAIN, THIS IS SOMETHING THAT WE HAVE DISCUSSED.

MEMBERS OF THE PUBLIC GAVE US VERY USEFUL FEEDBACK AND UH, I THINK THE TEAM ADJUSTED, UM, THEIR, UM, THEIR THEIR KIND OF PROPOSALS SO THAT NOW, UH, IT MEETS THE PARKING NEEDS AS WE UNDERSTAND IT, OF THE RESIDENTS OF THE AREA.

UM, IS THERE ANYONE WHO WOULD LIKE TO ADDRESS THE BOARD ON THIS ISSUE? GOOD EVENING.

UM, THINGS ARE SORT OF BACK TO NORMAL IN ON WAR BURTON AVENUE IN MY NEIGHBORHOOD.

UM, FOR THOSE THAT THAT ARE AGAINST OFTEN THE SIDE OF THE STREET PARKING BECAUSE IT REQUIRES THEM TO MOVE THEIR CAR TWICE EVERY WEEK.

UM, I WAS AGAINST IT WHEN I FIRST MOVED TO THE NEIGHBORHOOD BECAUSE IT WAS INCONVENIENT, BUT I FOUND OUT WHEN YOU HAVE A NEIGHBORHOOD THAT IS, IS DENSE AS OUR IS ON WAR BURTON AVENUE, BEING FORCED TO MOVE YOUR CAR TWICE A WEEK ACTUALLY IS A BENEFIT.

AND THAT IT GIVES EVERYBODY IN THE NEIGHBORHOOD A FAIR SHOT AT GETTING A PARKING SPOT CLOSER TO THEIR HOME, UM, WHEN THEY NEED IT TWICE A WEEK.

AND I THINK THAT'S AN IMPORTANT THING.

UM, AS WE GET A LITTLE BIT OLDER AND I'M GETTING A LITTLE BIT OLDER THAN I WAS WHEN I FIRST MOVED HERE.

UM, CARRYING GROCERIES, DOING THINGS LIKE THAT BECOME MORE ONEROUS THE FARTHER AWAY YOU HAVE TO PARK.

SO THE ABILITY TO BE ABLE TO HAVE A SHOT AT GETTING SOMETHING A LITTLE BIT CLOSER TO WHERE I LIVE IS GREAT.

THE OTHER THING I WANTED TO SAY IS EVERY TIME WE LOOK AT PARKING, IT SEEMS IN A LOT OF THE AREAS WE ARE RESTRICTING THE PARKING AND WHETHER THAT'S THROUGH ZONING, NOT REQUIRING OFF STREET PARKING FOR NEW STRUCTURES OR CHANGING THE TIME LIMITS.

UM, FOR EXAMPLE, AND I BELIEVE A LETTER WAS WRITTEN TO THE BOARD ABOUT NO PARKING IN SOME OF THE PUBLIC PARKING LOTS IN THE VILLAGE OVERNIGHT.

THAT ALL OF THE LOTS YOU CAN PARK THERE.

I BELIEVE IT'S MONDAY AND THURSDAY, WHAT WHATEVER THE DAYS ARE, WE SHOULD BE ALTERNATING THOSE THINGS.

I BELIEVE SO THE PEOPLE THAT LIVE ESPECIALLY IN THE DOWNTOWN AREA HAVE A SHOT AT PUTTING THEIR CAR SOMEWHERE THAT IS NOT IN SOMEBODY ELSE'S NEIGHBORHOOD THAT IS SOMEWHAT WALKABLE TO WHERE THEY LIVE IN NEW YORK CITY.

ALTERNATE SIDE IS ALWAYS DONE ON ALTERNATE SIDE MONDAY, WE MONDAY, THURSDAY OR TUESDAY, FRIDAY.

AND I THINK WE SHOULD LOOK AT INCORPORATING THAT IN THE VILLAGE SO PEOPLE HAVE AN OPPORTUNITY.

IF YOU HAVE TO MOVE FROM ZZA TO BOLLINGER, IT STILL GIVES YOU AN OPPORTUNITY TO NOT HAVE TO MOVE YOUR CAR IN THE MIDDLE OF THE NIGHT.

SO I, THE REALITY IS PEOPLE THAT LIVE HERE HAVE CARS AND AS MUCH AS WE'D LIKE TO THINK IT'S A FULL WALKABLE COMMUNITY, YOU GO TO THE SUPERMARKET, YOU GET A COUPLE OF BAGS OF GROCERIES, YOU'RE NOT GONNA CARRY THOSE HOME.

YOU NEED TO DRIVE THERE.

IF YOU GO ANY PLACE FARTHER, IF YOU WANT TO GO TO DOBBS OR IRVINGTON TO GO EAT, IT'D BE NICE TO HAVE A PLACE TO PARK WHEN YOU COME HOME.

AND I THINK IT WOULD BE BETTER FOR THE PEOPLE WHO OWN BUILDINGS IN THE DOWNTOWN THAT ARE TRYING TO RENT OUT.

AND IT'S BETTER FOR PEOPLE THAT ARE COMING TO VISIT THE VILLAGE TO HAVE THE ABILITY TO HAVE SPOTS AVAILABLE TO USE THE LOCAL RESTAURANTS.

SO I, I'D LIKE TO CHANGE THINGS UP IN THE VILLAGE AND LOOK AT HOW TO MAKE THE PARKING MORE, UH, DEMOCRATIC.

MIGHT BE THE WAY TO PUT IT.

ALTHOUGH I KNOW THE THREE HOUR LIMITS YOU PUT AT THE EDGE OF THE MOST SOUTHERN PART OF THE VILLAGE WHERE THERE AREN'T BUILDINGS.

BUT THERE ARE A LOT OF COMMERCIAL VEHICLES THAT PARK THERE ON END AND I THINK IT'S PEOPLE TAKING ADVANTAGE OF US AND PARKING AND LEAVING THEIR VEHICLES INSTEAD OF BUYING SPACE TO PARK THEIR VEHICLES.

UM, THE COUNTY, IT WAS IN THE COUNTY'S, UH, COURT.

THEY WERE GOING TO DO WHATEVER THEY HAD TO DO FROM THERE.

END THE VILLAGE AGREED TO PROVIDE FUNDING FOR THE CROSSWALKS AND IT WAS JUST A, A QUESTION OF GETTING COUNTY APPROVAL.

I BELIEVE THEIR PLANNING AND TRAFFIC PEOPLE APPROVED.

THERE WAS AN INTER MUNICIPAL AGREEMENT THAT WAS SUPPOSED TO BE SIGNED BY THE COUNTY AND IT WAS ON THE DESK OF THEN EXECUTOR, EXECUTIVE LATIMER, WHO WENT OFF TO SERVE US IN CONGRESS.

AND I CAN'T DO IT.

I GET VARYING OPINIONS ABOUT HOW MUCH SERVICE I NEED TO THE BUILDING.

IF I HAVE TO KICK UP TO A FOUR 40 SERVICE, THEN I'M COMMERCIAL, I HAVE TO PUT A SUB TRANSFORMER, HIGHER ENGINEERS, ET CETERA.

SO I'M JUST WONDERING, I KNOW THAT YOU ALL ARE WORKING ON THAT.

DO YOU EVER KIND OF ROUND TABLE OR DO A CASE STUDY OF HOW ARE WE DOING? HOW IS THE AVERAGE MRS AND MR. HOMEOWNER MANAGING ALL OF THIS? THEN THERE COMES THE ISSUE OF TRYING TO UPDATE OUR HVAC SYSTEMS, WHICH WE DID.

AND IN WAR ON WARBURTON, WE DON'T HAVE SUFFICIENT SETBACKS TO ACCOMMODATE THOSE UNITS TO BE ON THE SIDES OF OUR BUILDINGS.

SO THERE ARE SOME YARDS, MINE BEING ONE OF 'EM, WHERE WE HAVE TO PUT THE STUFF ON OUR PATIOS.

THERE'S ONE HOUSE THAT HAS FIVE COMPRESSORS IN THEIR YARD RING AROUND THE PATIO AND IT'S TAKING AWAY RECREATIONAL SPACE.

I'VE LIVED IN HASTINGS SINCE 1973.

UM, AND THIS IS, THANK YOU FOR LETTING US SPEAK WHEN WE MISSED THE, UH, MOMENT.

SO WE, UH, WE HAD JUST STOPPED BY, UH, BECAUSE, UH, UH, WE HAD NOTICED THAT, UH, ONE OF THE THINGS THAT THE VILLAGE IS CONSIDERING IS ABOUT UNSAFE BUILDINGS AND UNSAFE CONDITIONS IN THE VILLAGE.

UM, WE JUST WANTED TO ALSO REPORT A STATEMENT THAT ON MARCH 3RD, 2024, THAT IS EXACTLY A YEAR AGO, UH, WE WERE RUDELY, UH, WOKEN UP WITH A LOUD CRASH BEHIND OUR HOUSE.

UH, OUR HOUSE IS RIGHT BEHIND, UH, ON BOULEVARD, AND PART OF THAT WALL COLLAPSED INTO OUR, UH, BACKYARD.

UM, I IMMEDIATELY CONTACTED THE MAYOR.

WE HAD SENT AN EMAIL TO THE MAYOR.

UH, THE, THE MAYOR, UH, UH, FORWARDED THAT TO THE VILLAGE MANAGER.

UM, AND I GUESS THERE WAS SOME INVESTIGATION OR SOME VISUAL INSPECTION DONE.

UH, BUT, UH, YOU KNOW, I WAS NOT CONTACTED AFTER THAT OTHER THAN GETTING AN EMAIL FROM THE VILLAGE MANAGER SAYING THAT THIS IS OUR RESPONSIBILITY AND WE GOTTA CLEAN IT UP.

UM, AND AGAIN,

THE CONDITIONS, I MEAN, IF YOU GO THERE, I HAVE SOME PICTURES ARE PRETTY UNSAFE.

AND THAT SIDEWALK IS USED BY A LOT OF VILLAGE RESIDENTS.

AND WHAT, UH, REALLY UPSET ME BEING A LONG-TERM VILLAGE RESIDENT, THAT THE DEPARTMENT OF PUBLIC WORKS DID NOT EVEN HAVE THE COURTESY TO COME KNOCK ON MY DOOR OR EVEN PUT A CAUTION SIGN OR PUT SOME SORT OF A BARRICADE SO THAT NO ONE ELSE WOULD GET HURT, BECAUSE THE DROP IS ABOUT 20 FEET FROM THERE.

THE FOUNDATION OF THAT WALL IS THE RETAINING WALL FOR MOUNT HO BOULEVARD.

MOUNT HO BOULEVARD GETS A LOT OF TRUCK TRAFFIC AND A LOT OF STUFF.

UH, THE CONDITIONS THERE HAVE BEEN CHRONIC.

I CAN GO BACK AS EARLY AS THE EARLY TWO THOUSANDS WHEN I WAS PART OF THE CONSERVATION COMMISSION SERVING THE VILLAGE.

WE HAD MADE RECOMMENDATIONS THAT THE STORM DRAINAGE SYSTEM ON THAT PARTICULAR STREET, THE MINIMUM YOU COULD DO IS ADD THREE TO FOUR MORE CATCH BASINS.

THERE IS A PIPE THERE, BUT THAT, THAT, THAT'S SOMETHING THAT, SO I, I HAVE MY NOTES FROM, AND I, I DID SERVE WITH SAMANTHA AT, IN THE CONSERVATION COMMISSION, AND, AND THAT WAS MY EXPERTISE THAT WAS THERE.

SO FOLLOWING THAT AND NOT HEARING ANYTHING BACK FROM THE VILLAGE, UH, WE, UH, WE DID FILE A NOTICE OF CLAIM.

UH, AND I THINK, UH, THE NOTICE OF CLAIM WAS RESPONDED ABOUT TWO MONTHS AGO BY SAYING THAT THE VILLAGE BEARS NO LIABILITY, UH, IN THE MIDDLE OF THE SUMMER, SIX MONTHS AFTER THE INCIDENT.

FOR SOME REASON, THE AS ASSISTANT BUILDING INSPECTOR WAS THERE BECAUSE WE, WE, WE WERE HAVING A LITTLE GET TOGETHER AND WE HAD PUT AN OUTDOOR TENT.

SO HE WAS DOING THAT INSPECTION.

UH, AND SO WHEN HE CAME AND I SHOWED HIM SOME OF THE UNSAFE CONDITIONS, AND I WAS AGAIN, PAUL, THAT HE WAS NOT EVEN AWARE THAT THIS HAD HAPPENED SIX MONTHS AGO.

UM, SO THE STORMWATER DRAINAGE ISSUES ARE VERY CHRONIC IF YOU GO THERE TODAY, UH, SINCE NOW THE STORE IS MELTED.

AND AGAIN, THIS JUST DIDN'T HAPPEN IN ONE SEASON.

NOT ONLY WHERE THE WALL IS COLLAPSED, THAT THERE OTHER AREAS WHERE THE, LIKE SUZY'S ANKLE DEEP GULLIES BECAUSE THE WATER JUMPS OFF THE ROAD, GETS ONTO THE, UH, UH, ONTO THE SIDEWALK AND THEN SEEPS THROUGH THIS RETAINING WALL.

THE RETAINING WALL IS AN ATED RIP WRAP WALL.

SO IT WASHES OUT ALL THE FINES, MAKING IT UNSTABLE, AND THAT'S WHERE THE COLLAPSE, UM, HAVING NOT HEARD BY FROM THE VILLAGE, I, YOU KNOW, THE, THE SITE HAS NOT BEEN CLEANED, CLEANED AT ALL.

I HAVEN'T TOUCHED IT BECAUSE EVERY CONTRACTOR THAT I'VE ASKED TO COME AND LOOK, AND THERE'VE BEEN NUMEROUS, THEY HAVE ALL SAID THAT WE CANNOT DO ANYTHING TILL THE VILLAGE RETAINS THE, THE, THE, UH, UH, MOUNT O BOULEVARD.

I MEAN, THE FOUNDATION LITERALLY HOLDS THAT WALL, THE, THE ROAD UP.

UH, SO IT IS A, A VERY, UH, BIG SAFETY ISSUE.

AND, UM, ALSO , IT'S OUR LUCK THAT IN 1995 THAT WHEN WE MOVED AND BOUGHT THE PROPERTY, A PIECE OF THE SAME WALL, A LITTLE DOWNSTREAM OF WHERE IT'S COLLAPSED NOW, HAD COLLAPSED.

YEARS AGO, WE BOUGHT THE PROPERTY WITH THAT WALL COLLAPSED.

AND I THINK AT THAT TIME, THE VILLAGE HAD PUT IN A WOODEN BARRICADE, BUT MOST OF THE DEBRIS WAS STILL ON OUR PROPERTY.

SO WHEN I WAS CLEANING THAT, GETTING THAT AREA OF MY PROPERTY CLEANED UP, I DID WORK WITH THE THEN VILLAGE MANAGER, FROBEL, AND I THINK IN THE MID TWO THOUSANDS, THEY REPAIRED THAT ABOUT 20, 25 FEET LENGTH OF WAR.

SO THE, UH, WALL, SO THERE IS PRECEDENCE THAT THE OWNERSHIP IS WITH THE VILLAGE.

UH, BUT, UH, UM, SORRY TO INTERRUPT YOU, BUT, UH, THERE IS ACTUALLY A THREE MINUTE OKAY LIMIT.

SO I WOULD JUST, BUT I THINK THAT, I THINK THIS IS SOMETHING THAT, UH, MAKES SENSE FOR YOU TO HAVE A DISCUSSION WITH THE VILLAGE MANAGER ABOUT.
