ON TO THE FIRST ITEM, PUBLIC HEARING ON PROPOSED LOCAL LAW I OF 2025, A LOCAL LAW AMENDING CHAPTER ONE 60 OF THE GREEN BUILDING CODE, UH, AMENDING DEFINITIONS.

UM, IT ACTUALLY IS SOMEWHAT TO THE ISSUE, ALTHOUGH SLIGHTLY TANGENTIAL.

UM, THE MAIN REASON YOU'RE HAVING TO DO THIS NOW, AS FAR AS I CAN SEE, IS THAT, THAT YOU HAD TO REDO THE LINKS AND DISABLE LINKS THAT HAD BEEN INADVERTENTLY INCLUDED IN WHAT'S POLICY.

UH, THAT'S WHY THE, THE COVER, THE COPY IS CROSSED OUT.

I LIVE AT 35 FLORAL DRIVE HERE TO SPEAK TO THE BOARD ABOUT WHAT I CONSIDER TO BE A WORSENING SAFETY ISSUE WITHIN THE VILLAGE.

AND THAT'S THE ISSUE OF A PROLIFERATING NUMBER OF BLIND CORNERS THROUGHOUT THE VILLAGE.

A SMALL AND HIGHLY INCOMPLETE SURVEY.

UH, IF YOU'RE ON WASHINGTON AT THE STOP SIGN AT BROADWAY AND WANNA MAKE A LEFT HAND TURN, YOU CANNOT SEE THE NORTHBOUND TRAFFIC BECAUSE OF THE FOLIAGE, WHICH IS VERY CLOSE TO THE CORNER THERE WITHOUT BLOCKING THE BIKE LANE OR MOVING PARTWAY OUT INTO THE, I CAN TALK OVER THAT.

THAT'S ALRIGHT.

OR, UH, OR, OR EVEN ENCROACHING ONTO THE, ONTO THE SOUTHBOUND TRAFFIC.

UM, IF YOU'RE AT THE BOTTOM OF FLOWER AT THE STOP SIGN ALSO ON BROADWAY AND YOU MAKE A LEFT HAND TURN, THERE ARE NOW BUSHES THAT HAVE GROWN UP, THAT HAVE PREVENT YOU FROM SEEING THE SOUTHBOUND TRAFFIC COMING THAT WAY.

UH, AND FINALLY, IF YOU ARE STOPPED AT THE UPHILL ON VILLARD RIGHT AT BROADWAY, UH, YOU CANNOT SEE THE SOUTHBOUND TRAFFIC THAT'S COMING.

NOW, I KNOW YOU WILL SAY, BUT THERE'S A STOPLIGHT THERE.

I WOULD SUGGEST TO YOU THAT THAT MAY BE THE MOST BLOWN THROUGH STOPLIGHT IN THE VILLAGE.

UH, I KNOW OF AT LEAST ONE HORRIFIC ACCIDENT THAT'S HAPPENED THERE, AND I WOULD SPEAK TO THE POLICE DEPARTMENT IF YOU WANT TO KNOW MORE ABOUT HOW THAT IS TAKEN MORE AS A SUBJECTION THAN AS A STOPLIGHT.

NOW, WHERE I LIVE UP THE TOP OF A LARGE HILL, WE HAVE DIFFERENT CIRCUMSTANCES.

WE HAVE NO SIDEWALKS, SO ALL PEDESTRIANS ARE WALKING IN THE STREET.

UH, WE HAVE A LARGE NUMBER OF SENIORS WHO ARE NOW WALKING DAILY IN THE STREET.

MANY OF THEM ARE WALKING DOGS.

THEY MAY NOT BE PAYING FULL ATTENTION TO THE TRAFFIC THAT'S SURROUND THEM.

WE HAVE VERY YOUNG CHILDREN WHO ARE WALKING TO AND FROM BUS STOPS ON, UH, SCENIC DRIVE.

AND, UH, FINALLY THE MAJORITY OF THE TRAFFIC UP THERE NOW IS IN FACT DELIVERY VEHICLES WHO DON'T KNOW THE NEIGHBORHOOD VERY WELL.

AND THEY'RE ON TIGHT TIME SCHEDULES, AND THEY DRIVE DIFFERENTLY FROM THE WAY THE RESIDENTS DO UP IN THAT NEIGHBORHOOD.

UH, AT THE CORNER OF FLORAL DRIVE AND FOREST AVENUE, THE FOLIAGE NOT ONLY IS ALL THE WAY UP TO THE CORNER, BUT ON FOREST DRIVE, IT'S ACTUALLY OVER THE CURB AND PARTWAY OUT INTO THE STREET AT THE STOP SIGN, AT THE BOTTOM OF SCENIC DRIVE, UH, THE FOLIAGE IS ALL THE WAY UP TO THE CORNER AND MAKING IT IMPOSSIBLE TO SEE, UH, TRAFFIC THAT'S COMING UPHILL ON FERNDALE.

UH, NOW ALL OF THESE CORNERS ARE IN OBVIOUS VIOLATION OF THE VILLAGE ORDINANCE THAT REQUIRES A SETBACK FOR FOLIAGE, FENCES, AND ANYTHING ELSE THAT OBSTRUCTS A DRIVER'S ABILITY TO SEE THE TRAFFIC.

AND AT THE MOMENT, THE CURRENT ENFORCEMENT POLICY SEEMS TO BE ONE OF TWO METHODS.

EITHER A NEIGHBOR GOES AND TALKS TO ANOTHER NEIGHBOR, WHICH MAY OR MAY NOT BE WELL RECEIVED, OR IF THAT DOESN'T WORK, A NEIGHBOR HAS TO FILE A COMPLAINT WITH THE BUILDING DEPARTMENT AGAINST HIS NEIGHBOR.

AND I CAN TELL YOU FROM MY OWN PERSONAL EXPERIENCE, THAT'S USUALLY NOT WELL RECEIVED AT ALL, CAN LEAD TO A RELATIONSHIP THAT BREAKS DOWN INTO ENMITY.

I WILL BE COMMUTING UP, UH, TO THE HIGHLINE DAILY.

UH, I WANT TO BEGIN BY ACKNOWLEDGING THAT SOME OF THE COMMUNITY OPENING A CANNABIS

DISPENSARY REPRESENTS A SIGNIFICANT SOCIAL CHANGE.

AND WE UNDERSTAND THAT AND WANNA ASSURE EVERYONE THAT WE'RE COMMITTED TO BEING A SAFE, RESPONSIBLE, POSITIVE PRESENCE.

IN HASTINGS THE HIGHLINE, UH, WE ARE ABOUT PROTECTING YOUNG PEOPLE TOP PRIORITY.

NO ONE UNDER 21 WILL EVER BE ALLOWED INSIDE PREMISES EVER.

WE'RE GOING TO HAVE A STRICT ID CHECK BY A DEDICATED SECURITY MAN AT THE DOOR.

UH, WE'RE GOING TO HAVE CLEAR SECURITY PROTOCOLS TO MAKE SURE THIS RULE IS NEVER BENT.

WE KNOW THAT YOUTH SAFETY IS A HEART OF THE COMMUNITY'S CONCERN, AND WE WANNA MEET THAT WITH REAL ACTION, NOT JUST WORDS.

BEING A GOOD NEIGHBOR MEANS MORE THAN COMPLIANCE.

IT MEANS LISTENING, ENGAGING, AND BEING APPROACHABLE AND TRANSPARENT.

AND TODAY I WANTED TO, TO ACT THAT AND INVITE ALL OF THE BOARD TRUSTEE MEMBERS TO HAVE MY PERSONAL CELL PHONE, WHICH THE MAYOR HAS, UH, AND COME BY FOR A VISIT AND WE'LL WALK YOU THROUGH OUR SECURITY MEASURES AND SHOW YOU THAT WE'RE TAKING, BEING A GOOD NEIGHBOR.

I URGED YOU TO CONTINUE TO ACT ON THE TWO FORMAL OBJECTIONS SUBMITTED BY THE VILLAGE MANAGER IN 2023 TO THE NEW YORK STATE OFFICE OF CANNABIS MANAGEMENT.

SPECIFICALLY BY FILING A ARTICLE 78 APPEAL.

I SHARED A DEEPLY PERSONAL PERSPECTIVE, YET RECEIVED NO REPLY, NOT EVEN AN EMAIL OR A PHONE CALL.

IN CONTRAST, WHEN I SHARED A SIMILAR LETTER WITH OTHER ELECTED OFFICIALS, THEY RESPONDED PROMPTLY.

I RECEIVED CALLS FROM THE OFFICES OF ANDREA STEWART COUSINS AND MARY JANESKY, AND EMAILS FROM KEN JENKINS AND DAVID IMMA MORRIS'S TEAMS. IT IS UP TO YOU IF YOUR LEGACY IS SILENCE.

IT IS UP TO YOU TO, TO CONSIDER OR TO DISREGARD YEARS OF RESIDENT CONCERN, INCLUDING FROM PUBLIC HEALTH EXPERTS, ADOLESCENT PHYSICIANS, AND ADDICTION SPECIALISTS.

YOU FAILED TO ALLOW A PUBLIC VOTE, YOU FAILED TO ACT ON ZONING, WHICH NOW LEAVES OPEN THE POSSIBILITY OF CANNABIS DISPENSARY DIRECTLY ACROSS THE STREET FROM HASTINGS YOUTH ADVOCATE OFFICE AND DRUG PREVENTION PROGRAM AT THE COMMUNITY CENTER.

MAIN STREET IS THE MOST TRAFFICKED CORRIDOR OF CHILDREN AFTER SCHOOL EVERY DAY.

I AM URGING YOU TO FILE AN ARTICLE 78 APPEAL WITH NEW YORK STATE.

I AM NOT ALONE.

AS OF SIX 30 TODAY, OVER 140 RESIDENTS HAVE SIGNED A PETITION URGING THE VILLAGE TO APPEAL THIS LICENSE.

I'VE LIVED IN HASTINGS FOR 20 YEARS, UH, 33 DONALD.

UH, AND I'VE SPOKEN OUT IN THE PAST ABOUT MY DISPLEASURE WITH THE PROCESS THE VILLAGE TOOK IN VOTING YES TO POT STORES.

I DON'T HAVE ANY CONFIDENCE THAT THIS BOARD WILL DO ANYTHING TO RIGHT THE WRONG OF A HORRENDOUS MISTAKE THAT WAS MADE IN ALLOWING A COMPANY TO GET A LICENSE FOR A POT STORE WITHOUT KNOWING ANY OF THE DETAILS OF THE LAW.

AT THE TIME OF THE VOTE, FOUR YEARS AGO, NIKKI MORGAN AND GEORGIA CLAIMED A MORAL VICTORY FOR RIGHTING THE WRONGS OF THE PAST RACIAL INJUSTICE BECAUSE THEY BROUGHT, BOUGHT INTO THE STATE'S FALSE PROMISE THAT MOST BUSINESSES GAINING LICENSES WOULD BE MINORITY OWNED.

WE NOW HAVE A POT SHOP WHERE STONERS WILL COME TO THE MIDDLE OF OUR TOWN TO BUY THEIR, TO BUY THEIR POT.

AND FROM WHAT I READ IN THE RIVER TOWNS DISPATCHED, IT'S OWNED BY A WHITE LAWYER FROM CHAPPAQUA AND TWO WHITE GUYS WHO GREW UP MONT.

THE LAST I LOOKED, WHITE LAWYERS FROM CHAPPAQUA DID NOT FACE INJUSTICE FROM THE MARIJUANA LAWS OF THE PAST.

I'M NOT HERE TO ASK THIS BOARD TO REVOKE THE LICENSE.

THAT WOULD BE A GOOD THING TO DO, BUT I DOUBT WHETHER THE BOARD NOW EVEN HAS THE AUTHORITY TO DO SO.

INSTEAD, I'M HERE TO SEND A MESSAGE DIRECTLY TO THE OWNERS OF THE STORE.

SO I'M GLAD YOU'RE HERE.

YOU'LL NOT BE MET WITH OPEN ARMS. YOU SHOULD HAVE KNOWN BETTER THAN TO THINK THIS THIS LOCATION WAS ANYTHING OTHER THAN A HORRENDOUS IDEA.

THE COMMUNITY CENTER WHERE CHILDREN GO AFTER SCHOOL HAS BEEN THERE SINCE 2007 AND SITS DIRECTLY ACROSS THE STREET.

THIS IS NOT JUST ABOUT PREVENTING YOUTH ACCESS TO POT, AS THE OWNER MENTIONED IN HIS RIVER TOWNS DISPATCH INTERVIEW.

THIS IS ABOUT PREVENTING THE NORMALIZATION OF POT BY CHILDREN, BY WALKING PAST THIS LOCATION ON A DAILY BASIS TO GO TO THIS PIZZA SHOP, TO GO TO DANCE CLASS, TO GO PLAY VIDEO GAMES AT THE COMMUNITY CENTER.

THAT IS WHAT THESE OWNERS DON'T UNDERSTAND.

I AM ORGANIZING A GROUP THAT WILL BE OVER 100 PEOPLE AND WE WILL, WITHIN THE GUIDELINES OF THE LAW, MAKE IT AS UNCOMFORTABLE AS POSSIBLE FOR ANY OF THEIR CUSTOMERS TO SHOP AT THEIR STORE.

OUR GOAL IS TO ENSURE THAT THIS BUSINESS DOES NOT SUCCEED.

OUR GOAL IS THAT THE OWNERS LOSE THEIR INVESTMENT AND THEY GO OUT OF BUSINESS AS QUICKLY AS POSSIBLE.

WE ARE NOT SELLING OUR SOULS OR OUR CHILDREN'S INNOCENCE FOR DRUG MONEY NOW CALLED TAX DOLLARS.

THE OWNERS OF THE STORE MADE A TREMENDOUS MISTAKE IN CHOOSING THIS LOCATION TO THE OWNERS.

I SAY SAVE YOURSELF THE PAIN IN FUTURE LOSS.

DO THE RIGHT THING AND BACK OUT.

UM, THEY CAME UP WITH A FEW THINGS THAT WERE, THAT THAT TOOK PRIORITY OVER A LICENSED APPEAL, A LICENSE THAT WOULD GO OUT TO, UH, LEGALIZE AND DISPENSER THIS AND THAT.

AND THESE WERE BASICALLY THEIR THINGS.

THEY SAID, UH, THEY IDENTIFIED THESE GROUPS THAT, THAT WERE MORE IMPORTANT.

JUST AGAIN, THESE GROUPS THAT WERE MORE IMPORTANT THAN THE RIGHT TO, UH, DISPENSE AND SELL MARIJUANA.

THESE GROUPS INCLUDED SCHOOLS, PLAYGROUNDS, RECREATION CENTERS AND FACILITIES, CHILDCARE CENTERS, PUBLIC PARKS, PUBLIC TRANSIT CENTERS AND LIBRARIES.

FURTHER TO THAT, THEY DESIGNATED A THOUSAND FEET, BASICALLY THREE AND A THIRD FOOTBALL FIELDS.

SO IF YOU THINK ABOUT THAT IN TERMS OF JUST A CIRCLE AROUND LOCATION THAT'S BEING PROPOSED, UM, I WOULD ENCOURAGE THIS BOARD AT THIS POINT.

MY JOB AS AN ADOLESCENT MEDICINE DOCTOR PUTS ME IN CLOSE PROXIMITY TO THE MENTAL HEALTH PROBLEMS OF THE TEENS OF HASTINGS.

AND I TRIED TO TELL EVERYONE THEN, JUST LIKE I'M TELLING YOU NOW, THAT TEENS IN THIS TOWN HAVE A MAJOR PROBLEM WITH CANNABIS ABUSE AND ADDICTION ABOVE AND BEYOND EVEN THE SURROUNDING RIVER TOWNS.

SO IT DID NOT SEEM LIKE A GOOD IDEA TO WEAVE CANNABIS FURTHER INTO THE FABRIC OF OUR TOWN AND NORMALIZE IT.

WE ALL KNOW HOW THAT TURNED OUT, BUT HERE WE ARE FACING THE POSSIBILITY OF A CANNABIS STORE AT THE TOP OF MAIN STREET OFFENSIVELY NEXT TO

A CHILDREN'S DANCE STUDIO ACROSS FROM A COMMUNITY CENTER AND UNDERNEATH AN APARTMENT BUILDING WHERE A LOT OF FAMILIES LIVE.

FOR WHAT IT'S WORTH, THE PEDIATRIC COMMUNITY HAS BEEN HORRIFIED BY THE WELCOMING ATTITUDE.

COMMUNITIES HAVE SHOWN TO THE CANNABIS INDUSTRY, AND WE FEEL LIKE WE'RE SORT OF SHOUTING INTO THE WIND.

UM, I CAN'T BELIEVE WE HAVE TO LEARN THE LESSONS OF BIG TOBACCO ALL OVER AGAIN.

UM, DURING MEDICAL SCHOOL, I, I GOT AN MPHA MASTER PUBLIC HEALTH AND I STUDIED THE CLEAR ASSOCIATION BETWEEN HOW MUCH TOBACCO IS ADVERTISED IN A COMMUNITY AND HOW MUCH TEENS USE IT.

AND REMEMBER, TOBACCO IS NOT LEGAL FOR TEENS TO USE, JUST LIKE CANNABIS IS NOT LEGAL.

BUT SOMEHOW IT GETS USED MORE IN AREAS WHERE IT'S HIGHLY ADVERTISED.

THIS IS THE SAME THING.

AND WE KNOW THAT CANNABIS, ESPECIALLY IN YOUNG PEOPLE, LEADS TO TREATMENT RESISTANT DEPRESSION, ADDICTION, AMOTIVATIONAL SYNDROME, WHERE THEIR LIVES JUST GO OFF TRACK AND THEY LOSE ALL DRIVE AND IT UNMASKS PSYCHOSIS IN VULNERABLE TEENS.

SO I DON'T KNOW WHAT MORE TO SAY EXCEPT THAT SOME MEMBERS OF THE CURRENT LEADERSHIP HAVE LEFT THIS TOWN WORSE THAN THEY FOUND IT AND THE VOTERS MADE THEIR VOICES HEARD.

I WOULD NOW ENCOURAGE THE TRUSTEES TO RECONSIDER THIS CARTE BLANCHE TO THE CANNABIS INDUSTRY.

THE TOWN DOES NOT WANT IT.

AND PERHAPS BY STOPPING THIS STORE, WE CAN SEND A MESSAGE THAT HASTINGS IS NOT WILLING TO BECOME THE CANNABIS RIVERTOWN.

UH, THE ONLY THING THAT I WANTED TO SHARE IS THAT IN APRIL OF 2024, THE BOARD OF EDUCATION RECEIVED A PRESENTATION FROM THE WAY AND THEY DID A VERY INTERESTING COMPARISON OF HOW STUDENTS PERCEIVE RISK AS IT PERTAINS TO DIFFERENT TYPES OF SUBSTANCE ABUSE.

AND WHAT STOOD OUT TO ME AS I HEARD THAT PRESENTATION WAS ONE VERY IMPORTANT THING, WHICH WAS THAT 29% OF THE STUDENTS PERCEIVED THAT MARIJUANA WAS HARMFUL TO THEM WHILE 92% OF THEM PERCEIVED THAT CIGARETTES WERE HARMFUL TO THEIR HEALTH.

A QUESTION WAS THEN POSED TO THE STUDENT REPRESENTATIVE OF THE STUDENT BODY WHO SERVED ON THE BOARD OF EDUCATION ASKING WHY IS IT THAT SO MANY OF YOU DON'T BELIEVE THAT MARIJUANA IS HARMFUL TO YOU? AND YET THERE'S OBVIOUSLY A VERY PRONOUNCED CONCERN WHEN IT COMES TO CIGARETTES.

AND THE ANSWER THAT WAS GIVEN WAS THAT, WELL, PEOPLE SAY THAT CIGARETTES ARE BAD FOR US, BUT EVERYBODY SMOKES POT.

I THINK THAT THE DECISIONS THAT OUR REPRESENTATIVE GOVERNMENT OFFICIALS MAKE TRICKLE DOWN TO OUR STUDENTS, WHETHER OR NOT WE SAY IT'S STRAIGHT TO THEM IN THEIR FACE, WHAT THE DECISIONS THAT ARE BEING MADE ON BEHALF OF US ARE REALLY AFFECTING OUR CHILDREN AND NOT IN A WAY THAT IS TO THEIR BENEFIT.

I WOULD REALLY STRONGLY URGE THIS COMMUNITY TO KEEP ITS FINGER ON THE PULSE OF WHAT IS HAPPENING.

UM, JUST TO RUN THROUGH THESE CATEGORIES QUICKLY, PROPERTY TAX ITEMS WOULD INCLUDE PAYMENTS IN LIEU OF TAXES, INTEREST IN PENALTIES ON DELINQUENT TAXES AND LOSS EXEMPTIONS.

NON-PROPERTY TAX ITEMS IS WHERE WE FIND THE SALES TAX AND GROSS RECEIPTS TAX ON UTILITIES.

THE DEPARTMENTAL INCOME WOULD BE OUR SPECIAL POLICE DETAILS.

SAFETY INSPECTIONS, PARKS AND RECREATION PLANNING AND ZONING.

INTERGOVERNMENTAL CHARGES INCLUDE DONALD PARK FIRE PROTECTION DISTRICT AND OUR SNOW AND ICE USE OF MONEY AND PROPERTY IS INTEREST EARNINGS, PROPERTY RENTALS AND CELL TOWERS.

THE LICENSING LICENSES AND PERMITS ARE YOUR FRANCHISE FEES, PLUMBING, HEATING, AND ELECTRICAL PERMITS.

THE FINES AND FORFEITURES ARE OF COURSE THE COURT SALE OF PROPERTY AND LOSS RECOVERY ARE SCRAP METAL, RECYCLE BIN SALES, POLLINATOR PATHWAY MEDALLIONS, INSURANCE RECOVERIES.

OTHER REVENUES INCLUDE EMPLOYEE CONTRIBUTIONS FOR BENEFITS WORKERS' COMP REFUND AND AIM FUNDING.

STATE AID IS FEMA AND GRANTS AND FEDERAL AID IS PRIMARILY FEMA FOR THE VILLAGE RIGHT NOW.

SO AS YOU CAN SEE IN HERE, OUR NON-PROPERTY TAX ITEMS SALES TAX IS UP, WHICH IS WHY IT'S HIGHER IN THIS YEAR AS COMPARED TO THE PRIOR TWO YEARS IN DEPARTMENTAL INCOME.

WE, FOR, UH, FISCAL YEAR 24 AND 25, WE HAD A FEW MORE, UM, SPECIAL POLICE DETAILS FOR VEA AND CONED.

SO THAT DROVE REVENUE THERE.

PARKS AND REC HAD BEEN UP AS WELL.

IT STILL IS UP.

THE LICENSING AND PERMITTING THAT MONEY FLUCTUATES A LITTLE 2324 IS HIGH BECAUSE OF THE TIMING OF PAYMENTS AND THE TIMING OF PERMITS.

FRANCHISE FEES, AS WE KNOW, HAVE BEEN GOING DOWN AS PEOPLE SWITCH TO STREAMING SERVICES AND CABLE ALTERNATIVES.

SO THAT'S SOMETHING TO JUST WATCH AND WE'VE BEEN WATCHING IT, WE'RE KIND OF HOPEFUL THAT ONE DAY THEY WILL DECIDE THAT, YOU KNOW, YOUTUBE TV COUNTS AS A FRANCHISE AND THAT MIGHT ACTUALLY GIVE REVENUE BACK TO MUNICIPALITIES.

THE OTHER REVENUES ARE HIGHER IN 2324 BECAUSE WE HAD, UM, SOME PRIOR YEAR REFUNDS THAT HAD COME IN AT THAT TIME, DURING THAT QUARTER.

AND THAT'S KIND OF MY RECAP OF THIS.

IF ANYONE'S ANY QUESTIONS OR IF YOU'D LIKE TO MOVE ON, WHY IS STATE AID SO MUCH LOWER THIS YEAR THAN IN PREVIOUS QUARTERS? IT'S LIKELY TO DO WITH, UM, FEMA FUNDING 2324.

SO TWO HALVES ARE, YOU KNOW, FIRST QUARTER AND THIRD QUARTER.

AND IT'S NICE TO SEE THAT PEOPLE PAY AHEAD.

WE'VE COLLECTED OVER HALF.

THIS IS JUST A BETTER WAY TO LOOK AT IT THAN IN THE PREVIOUS GRAPH BECAUSE IT SKEWS IT AND IT LOOKS ODD.

SO IT'S, YOU KNOW, I WOULDN'T NOT CONCERNED.

SO THERE'S NO, UH, YOU KNOW, WHERE WE HAVE 6% OR 12%.

YOUR, YOUR, YOU THINK IT'S JUST A TIMING ISSUE OR ARE YOU CONCERNED THAT THERE ARE ANY OF THESE ARE GONNA BE SUBSTANTIALLY LESS THAN BUDGETED? UM, NOT RIGHT NOW.

SO GENERAL GOVERNMENT SUPPORT INCLUDES MAYOR AND BOARD OF TRUSTEES, THE COURT, VILLAGE CLERK, VILLAGE TREASURER, THE MANAGER, THE MUNICIPAL BUILDING, IT, SPECIAL ITEMS, LEGAL AND ENGINEERING.

THE PUBLIC SAFETY INCLUDES POLICE, FIRE, AMBULANCE AND SAFETY INSPECTIONS.

PUBLIC WORKS IS HIGHWAY SANITARY, STORM SEWERS, REFUGE AND RECYCLING, GARBAGE, SNOW, I'M SORRY, CENTRAL GARAGE AND SNOW AND SHADE TREES, WHICH IS A BIT OF A SHARED, UM, LINE WITH PARKS AND REC DEPENDING ON WHO CALLS AND WHO DOES PLANTINGS AND THINGS LIKE THAT.

COMMUNITY SERVICES INCLUDE PLANNING, ZONING, THE YOUTH ADVOCATE PROGRAM, THE REGISTRAR OF CELEBRATIONS AND THE YOUTH EMPLOYMENT SERVICE.

PARKS AND REC OF COURSE IS PARKS, ADMIN, COMMUNITY RECREATION, THE COMMUNITY CENTER, THE PARKS, THE AFTERSCHOOL PROGRAM, THE ATHLETICS PROGRAM IN CAMP.

EMPLOYEE BENEFITS IS OUR MEDICAL AND DENTAL RETIREMENT AND WORKERS' COMP AND DEBT SERVICE IS BONDS AND BANS AND TRANSFERS TO THE LIBRARY ARE THE TRANSFERS THAT WE DO EVERY MONTH TO THE LIBRARY TO FUND THEM.

SO ONE THING TO NOTE IS JUST WE HAD A, A LARGE INCREASE IN, IN THE HEALTHCARE COSTS FOR 24 25.

IT WAS A MUCH LARGER SHIFT THAN IN 23, 24.

AND THEN WE HAD INITIALLY PREDICTED, UM, WE ARE NOT SEEING THAT SAME GIANT SPIKE, BUT THE COMPTROLLER DID NOTE THAT THERE MIGHT BE SOME RETIREMENT INCREASES COMING SO THAT WE MIGHT SEE IN FUTURE YEARS THAT BUDGET INCREASE FOR THAT.

IT WASN'T OVERLY SPECIFIC, BUT UM, YOU KNOW, THEY'RE RUNNING THE NUMBERS, DOING MATH, THAT SORT OF THING.

AND THEN THERE'S ALWAYS THE CONVERSATION OF, WELL, WHAT DOES THE ACTUARY DO? WHAT NUMBERS ARE WE LOOKING AT? YOU KNOW, THAT'S ALL YOU'RE TALKING ABOUT THE VILLAGE'S CON CONTRIBUTION TOWARDS RETIREMENT BENEFITS.

YEAH.

THE VILLAGE'S CONTRIBUTION.

UM, ANTHONY, WHAT, WHAT DID CAUSE MORE SPECIFICALLY THE SPIKE IN 24 25? IT WAS THE COST OF HEALTHCARE.

THERE WAS, IT WAS A DRAMATIC SHIFT LAST YEAR THAT, UM, CAUGHT EVERYBODY OFF GUARD.

AND I KNOW THAT YOU GUYS HAD SPOKEN WITH SOME LEGISLATORS.

AND THE, YOU KNOW, I RECALL THAT CONVERSATION HAD OCCURRED AND, YOU KNOW, THEY'LL TRY TO HELP US KIND OF THING.

UM, BUT OVERALL THE GRAPH IS, IT'S SORT OF WHAT YOU WOULD PREDICT.

BUT IN THE MEANTIME, WE'VE ALSO BEEN MOVING AHEAD WITH INF AND I UNDERSTAND THAT THE MATERIALS HAVE BEEN PURCHASED AND WILL BE DELIVERED, UH, RELATIVELY SHORTLY TO THE VILLAGE.

UH, THE DEC DEPARTMENT OF ENVIRONMENTAL CONSERVATION RECERTIFIED US AS A CLIMATE SMART COMMUNITY WITH 558 POINTS FOR 77 ACTIONS.

AND WE ARE STILL THE TOP RANKED CLIMATE SMART COMMUNITY BY 150 POINTS, KINGSTON'S SNAPPING AT OUR HEELS.

UM, AND THAT'S OUT OF 1,600 COMMUNITIES, INCLUDING VILLAGES, TOWNS, CITIES, AND COUNTIES.

UM, THERE ARE ONLY 25 SILVER RANKED COMMUNITIES IN THE STATE, AND SO FAR, THERE'S NO GOLD HERE, BUT WE ARE WELL POSITIONED TO GET GOLD SHOULD ONE EVER ARRIVE.

UM, AND JUST FOR YOU TO UNDERSTAND, IT'S BEEN ACTUALLY OVER A RELATIVELY SHORT PERIOD OF TIME.

SO WE CERTIFIED FOR BRONZE IN MARCH, 2020.

SO, UH, IT'S, IT'S HAD OTHER BENEFITS FOR US.

SO WE'VE DONE A NUMBER OF THINGS THAT I WOULD PUT IN THE CATEGORY OF PLANNING.

SO, UM, THE ADOPTION OF NEW YORK STRETCH, THE CCA, OUR GREEN BUILDING CODE, DEDICATING PARKLAND, THESE ARE ALL THINGS THAT, THAT ARE INCLUDED IN THERE.

SO, UM, SO IF EVERYONE'S IN AGREEMENT, THEN THE NEXT STEP WOULD BE FOR OUR CLERK TO CREATE A RESOLUTION FORMALLY CONSTITUTING THE COMMITTEE FOR THE NEXT MEETING.

UM, SO WE CAN PUT IT ON FOR ADOPTION.
