Atlantic Richfield Company & Great Ecology – Shoreline Design Open House] UH, AND TODAY WHAT WE ARE GONNA DO IS HERE FROM, UH, ATLANTIC RICHFIELD AND THEIR CONSULTANT, GREAT ECOLOGY ABOUT THE ACTIVITIES AND REMEDIATION THAT HAVE BEEN ONGOING AT THE, UH, AT THE ATLANTIC RISK RICHFIELD PROPERTY, AND SEE CONCEPTUAL PLANS THAT GREAT ECOLOGY HAS PREPARED SHOWING WHAT THE WATERFRONT SHORELINE COULD BECOME AFTER REMEDIATION IS DONE. UM, OUR, AND WE WILL HEAR A LITTLE BIT ABOUT THE REMEDIATION THAT HAS BEEN IN PROCESS, AND THAT'S, UH, THAT'S PLANNED AFTER THE PRESENTATION, THE BOARD OF TRUSTEES MEETING WILL CLOSE AND EVERYONE WILL HAVE A CHANCE TO VIEW INFORMATION ABOUT THE REMEDIATION AND SHORELINE POSTED ON BOARDS THROUGHOUT THE ROOM AND SPEAK WITH BOTH ATLANTIC RICHFIELD REPRESENTATIVES AND GREAT ECOLOGY REPRESENTATIVES ABOUT WHAT THEY'VE, WHAT YOU HAVE HEARD AND SEEN TONIGHT. I WAS THE PROJECT MANAGER FROM 2009 THROUGH 2012 HERE, AND, UH, TOOK A LITTLE BIT OF A HIATUS WITH ANOTHER ROLE WITHIN OUR GROUP, BUT I'M, UM, EXCITED TO BE BACK LIKE THE MAYOR SAID. WE HAVE A REALLY GOOD TEAM HERE TONIGHT. UM, LET ME INTRODUCE YOU TO THE FOLKS FROM GREAT ECOLOGY. THEY'RE GONNA SHARE WITH YOU THE SHORT LINE CONCEPT WORK THAT'S BEEN DONE. DOES THAT WORK? THEY'RE WITH GREAT ECOLOGY AND THEY'RE GONNA SHARE WITH YOU THE SHORELINE CONCEPT, LIKE I SHARED IN THE BACK OF THE ROOM IS DAVID TRUMP WITH NEW YORK STATE, DEC, AND THEN ONE OF HIS COLLEAGUES, EMILY TI OVER IN THE BACK THERE THAT JUST WAVED. SO, UM, WE WERE CHATTING EARLIER IN THE SUMMER AND IT WAS CLEAR THAT IT HAD BEEN A WHILE SINCE WE HAD THE OPPORTUNITY TO, TO SHARE WITH YOU THE PROGRESS ON THE WATERFRONT AS WELL AS THE SHORELINE CONCEPTS. AND WE THOUGHT NOW WOULD BE THE OPPORTUNE TIME TO BRING EVERYBODY UP TO SPEED WITH THE WORK THAT'S BEEN DONE. SO WHAT I'D LIKE TO DO IS JUST, UM, KIND OF SET THE TABLE. I'M GONNA SPEND PROBABLY NO MORE THAN 15 MINUTES JUST WALKING THROUGH SITE HISTORY, SOME OF THE CLEANUP PROGRESS THAT'S BEEN MADE TO THIS POINT, AND THEN TALK ABOUT SOME OF THE DESIGN WORK THAT'S ONGOING AND THAT'S STILL TO COME AND WHAT LIES AHEAD WITH RESPECT TO THE FUTURE. AND THEN I'M GONNA TURN IT OVER TO GREAT ECOLOGY, AND THEY'RE GONNA SHARE WITH YOU SOME OF THE REALLY GOOD WORK AROUND THE SHORELINE CONCEPT THAT'S BEEN ADVANCED TO THIS POINT. I JUST WANT TO SET THE TABLE FROM A BASELINE ON WHAT OUR PROPERTY IS AND IS NOT. SO, THE ATLANTIC RICHFIELD PROPERTY CONSTITUTES AS MANY OF YOU KNOW, JUST THE 28 ACRES TO THE NORTH. THAT GREEN AREA THAT YOU SEE TO THE SOUTH IS BROADWAY STAGES AND ARGENT VENTURES. SO OUR AREA OF FOCUS IS GONNA BE THAT 28 ACRES THAT YOU SEE HERE TO THE NORTH. I THINK SOME OF YOU HAVE A REALLY GOOD IDEA THE SITE HISTORY, BUT FOR THOSE THAT THAT DON'T, I WANTED TO JUST TAKE A MOMENT AND SHARE WITH YOU THE HISTORY BEHIND THE PROPERTY AT ATLANTIC RIDGEFIELD. UM, [00:05:01] IF YOU TAKE A LOOK, THIS IS KIND OF REWINDING THE CLOCK BACK TO 1940. SO ANACONDA WIRE AND CABLE ACTUALLY OPERATED THIS SITE FROM 1929 THROUGH 1975. AND DURING WORLD WAR II AND ONLY DURING WORLD WAR II, THE DEPARTMENT OF WAR CONTRACTED OUT WITH ANACONDA TO USE PCBS AT THE SITE TO COAT THE WIRE AND CABLE FOR THEIR ONBOARD SHIPS. UM, PCBS HAS A VERY ATTRACTIVE QUALITY. IT'S FIRE RESISTANT. SO THAT'S WHY THE DEPARTMENT OF WAR ASKED THAT WE COAT THE CABLE THAT WAS GONNA BE USED ONBOARD SHIPS. SO ONLY DURING WORLD II, AH, EXCUSE ME, ONLY DURING WORLD WAR II DID WE USE THE PCBS. UM, IF YOU FAST FORWARD THE CLOCK TO 1975, OPERATIONS CEASED OUT AT THE SITE. ATLANTIC RICHFIELD ACQUIRED ANACONDA, AND THEY ACQUIRED THE PROPERTY IN 1977. THEY HELD IT FOR ONE YEAR. AFTER THAT ONE YEAR, WE DIVESTED IT AND THERE WAS MULTIPLE COMMERCIAL USES ON THE PROPERTY. AND THEN BACK IN, UM, 1998, ATLANTIC RIDGEFIELD ACTUALLY REACQUIRED THE PROPERTY TO BASICALLY FACILITATE THE CLEANUP OF THE SITE. SINCE THAT TIME, THERE'S ACTUALLY BEEN A LOT OF WORK THAT'S BEEN DONE, SOME THAT'S OBVIOUS TO THE COMMUNITY WHEN YOU'RE STANDING ON THE TRAIN PLATFORM. OTHERS NOT SO MUCH. WHAT I WANTED TO JUST POINT OUT BY THIS SLIDE, AND I'M GONNA KIND OF KEEP THE THE LEVEL HIGH ENOUGH WHERE I WANT TO SHARE WITH YOU WHAT I KNOW YOU'LL REMEMBER TWO WEEKS FROM NOW, NOT A LOT OF MINUTIAE THAT YOU'LL FORGET THE MOMENT YOU HIT THE PARKING LOT TONIGHT. BUT REALLY THIS IS WHAT I WANT YOU TO REMEMBER. TWO WEEKS FROM NOW, BACK IN 2009, WE TOOK DOWN PROBABLY A DOZEN BUILDINGS. SO THERE WAS A LOT OF DECOMMISSIONING EFFORT AND THEN DEMOLITION AND RAISING. AND THEN IN 2017, WE ACTUALLY TOOK DOWN THE LAST REMAINING BUILDING, BUILDING 52. THIS SLIDE REALLY JUST KIND OF SETS THE CONTEXT FOR OUR WORK AREA. SO IF YOU TAKE A LOOK HERE, THE OU ONE AND OU TWO EFFORT, THERE WE GO. TECHNICAL DIFFICULTY. THE OU TWO CONSISTS OF EVERYTHING IN THE WATER. OU ONE RIGHT HERE IS EVERYTHING ON SHORE. SO THIS IS OUR 28 ACRES ONSHORE. AND THEN THE WATER COMPRISES OU TWO. SO WHEN YOU HEAR REPORTS, WE'RE COU ONE OU TWO, THAT'S WHAT WE'RE REFERRING TO. OPERABLE UNIT ONE ONSHORE, OPERABLE UNIT TWO OFFSHORE. AND THEN THE AREAS OFFSHORE ARE COMPRISED OF AREAS IN THE NEAR SHORE. SO THAT'S WHAT WE WOULD DESIGNATE WITHIN SILT CURTAINS WHEN WE HAVE TO GO REMOVE CONTAMINATED SEDIMENT. AND THEN THE AREA IN THE DEEP WATER HERE, AND THEN OLD MARINA CAL ALLEY COVE, AND THEN THE NORTHEAST EXTENSION AREA. LIKE I SAID, THERE'S BEEN A LOT OF REALLY GOOD CLEANUP THAT TAKES PLACE. IT'S JUST NOT OFTEN VISIBLE FROM THE TRAIN PLATFORM. SO IN 2011, BACK WHEN I WAS THE PROJECT MANAGER, WE ACTUALLY PUT IN NINE RECOVERY WELLS OUT HERE TO REMOVE THE PCB MATERIAL THAT WAS AT DEPTH. AND SO THIS PICTURE RIGHT HERE SHOWS WHAT THAT OPERATION LOOKS LIKE. THESE WELLS ARE ABOUT 35 TO 40 FEET BELOW GROUND SURFACE. THIS PICTURE RIGHT UP HERE IS THE REAL KEY TAKEAWAY. SINCE WE PUT THESE WELLS IN, WE'VE ACTUALLY REMOVED 3,300 GALLONS OF PCB MATERIAL FROM THE DEPTH YOU COULD SEE. WHAT THIS SHOWS RIGHT HERE IS THAT OVER TIME WE'RE ACTUALLY GETTING DIMINISHING RETURNS BECAUSE WE'VE BEEN REALLY EFFECTIVE AT REMOVING MATERIAL. THE MORE MATERIAL REMOVED THERE, THE LESS THERE IS TO BE REMOVED. AND THAT'S WHAT WE'VE SEEN HERE IS A NICE STEADY DROP. THAT'S WHAT YOU'RE SHOOTING FOR. LIKE I SAID, THERE'S THERE'S BEEN A LOT OF REALLY GOOD WORK THAT YOU DON'T SEE THOUGH. SO ONE OF THE THINGS THAT'S IMPORTANT TO UNDERSTAND IS ALL THE INVESTIGATION WORK THAT WE DO TO MAKE SURE THAT OUR REMEDY IS COMPLETE. SO, UM, I WROTE THESE DOWN 'CAUSE THERE'S NO WAY THAT I CAN REMEMBER ALL THE WORK THAT TOOK PLACE AFTER I LEFT. WE DID, WE GROUNDWATER BASELINE SAMPLING, SOME FISH TISSUE SAMPLING, UM, WORKED ON THE PRELIMINARY DESIGN. SO FROM AN INVESTIGATION STANDPOINT, IT'S REALLY IMPORTANT FOR US TO UNDERSTAND WHERE THE EXTENT OF CONTAMINATION IS AND THEN MAKE SURE THAT WE'RE REPORTING THAT INTO THE NEW YORK STATE. DEC. THE OTHER ITEM THAT I THINK IS REALLY IMPORTANT TO SHARE TONIGHT IS HOW MUCH WORK HAS ACTUALLY BEEN DONE TOWARDS THE REMEDY DESIGN. SO WHEN WE GET OUT THERE AND DO THIS WORK, [00:10:01] IN ORDER FOR ALL THAT WORK TO BE DONE EFFICIENTLY, YOU WANNA MAKE SURE THAT YOU HAVE A REALLY ROBUST DESIGN. AS YOU CAN IMAGINE, THIS IS A VERY COMPLICATED SITE. YOU HAVE CONTAMINATED SEDIMENT AS WELL AS CONTAMINATED SOIL THAT NEEDS TO BE REMOVED. SO ONE OF THE THINGS THAT WE'VE TRIED TO DO IS WORK CLOSELY WITH OUR PARTNERS AT NEW YORK STATE DEC TO KIND OF GIVE THEM BITE-SIZED CHUNKS OF THAT DESIGN AND THEN GET THEIR FEEDBACK. THE REASON WHY WE DO THAT IS BECAUSE ONCE YOU SUBMIT A 60% DESIGN, IT CAN BE PRETTY VOLUMINOUS. AND IF THEY'VE NEVER SEEN THIS BEFORE, IT WOULD TAKE THEM A CONSIDERABLE AMOUNT OF TIME. SO WHAT WE'VE DONE IS WE'VE KIND OF BROKEN DOWN AREAS OF THE SITE INTO BITE-SIZED CHUNKS, GIVEN THEM THINGS TO REVIEW, GOTTEN THEIR FEEDBACK, AND INCORPORATED THEIR FEEDBACK INTO THAT NEXT LEVEL OF DESIGN. WHAT I WANNA MAKE SURE THAT I CONVEY IN THIS SLIDE IS REALLY JUST THE AMOUNT OF MATERIAL THAT WE'RE GONNA TARGET IN CLEANING UP. SO IF YOU TAKE A LOOK AT THAT OU ONE AREA RIGHT HERE, THERE'S ROUGHLY 65,000 CUBIC YARDS OF CONTAMINATED SOIL THAT WE ARE GONNA REMOVE. AND THEN IN THE BLUE AREA THAT I SHOWED YOU, THAT OU TWO AREA, ROUGHLY 63,000 CUBIC YARDS OF MATERIAL, IT'S HARD TO ENVISION WHAT THAT LOOKS LIKE. SO I'M GONNA PAINT THIS PICTURE FOR JUST A MOMENT. WE'VE ALL SEEN DUMP TRUCKS ON THE ROAD, OKAY? YOUR TYPICAL DUMP TRUCK WILL CARRY ABOUT 20 CUBIC YARDS. SO THAT MEANS IF YOU HAD 30,000 OR 60,000 CUBIC YARDS MATERIAL, THAT'S LIKE 3000 DUMP TRUCKS. NOW THE GOOD NEWS IS WE DON'T PLAN ON SHIPPING ALL THAT WHEN WE DREDGE IT OUT OR DIG IT UP. WE DON'T PLAN ON SHIPPING THAT OUT THROUGH THE COMMUNITY. WE'RE GONNA TAKE ALL THAT OFF BAR BY BARGE, BUT I JUST WANTED TO BE ABLE TO KIND OF PAINT THAT PICTURE SO THAT YOU CAN KIND OF GET A SENSE OF THE VOLUMES THAT WE'RE REFERRING TO. SO, 65,000 CUBIC YARDS HERE, 63 OUT HERE, 30,000 ALONE IS COMING FROM THE OLD MARINA AND CANAL COVE. SO A SIGNIFICANT SCOPE OF WORK TO BE UNDERTAKEN. THERE'S A LOT OF WORK GOING ON RIGHT NOW, SOME THAT YOU MAY SEE FROM THE TRAINING PLATFORM, BUT MOST YOU WON'T. SO RIGHT NOW WE'RE WORKING CLOSELY WITH WESTCHESTER COUNTY ON A UTILITY SURVEY IN THIS AREA, THERE'S THREE STORM DRAINS THAT RUN UNDERNEATH THE SITE. SO UNDERSTANDING EXACTLY WHERE THEY ARE, THE INTEGRITY OF THAT, UM, BASICALLY UNDERSTANDING THE IMPACTS IN AND AROUND THERE AND WHAT NEEDS TO BE DONE SO THAT WHEN WE DO BEGIN REMEDIATION WORK ON THE SITE, SOME OF THAT WATER MAY NEED TO BE REROUTED. SO UNDERSTANDING EXACTLY WHERE THAT'S AT IS IMPORTANT. THE OTHER ITEM THAT, AND WE'RE GONNA TALK A LITTLE BIT ABOUT THAT RIGHT NOW, THERE'S THIS SHORELINE CONCEPT THAT THE GREAT ECOLOGY TEAM IS GONNA SHARE WITH YOU TONIGHT. THERE'S BEEN A LOT OF REALLY GOOD WORK THAT'S BEEN DONE IN CONJUNCTION WITH BOTH VILLAGE LEADERSHIP AS WELL AS NEW YORK STATE, DEC AND NEW YORK STATE DEPARTMENT OF HEALTH. SO THEY'LL SHARE WITH YOU THAT, UM, UPDATED CONCEPT. THERE'S ALSO BEEN A LOT OF WORK HERE IN THIS NORTHEAST EXTENSION AREA. SO OUR PLAN RIGHT NOW IS TO PUT A BUMP OUT WALL THAT ENCAPSULATES THAT RIP WRAP HERE IN THIS CORNER. AND AS A RESULT OF THAT BUMP OUT WALL, TAKING A LITTLE BIT OF RID THE RIVER, WHAT YOU'LL SEE IN THE PRESENTATION THAT GREAT ECOLOGY IS GONNA PRESENT IS THERE'S A COMPENSATORY WETLAND THAT WE'RE GONNA BE INSTALLING HERE AS WELL. IF I THINK ABOUT NEXT STEPS, THE FIRST QUESTION THAT I I ALWAYS GET ASKED IS, HOW LONG IS THIS GONNA TAKE? I CAN'T TELL YOU EXACTLY HOW LONG IT'S GONNA TAKE FROM THIS POINT FORWARD, BUT WHAT I CAN TELL YOU IS THE NEXT STEPS THAT WE HAVE TO GO THROUGH TO GET TO THE POINT WHERE WE HAVE A FINALIZED DESIGN. SO RIGHT NOW WE'RE WORKING DILIGENTLY ON WHAT'S CALLED A 60% DESIGN. SO ONCE WE COMPLETE THAT 60% DESIGN, WE'LL SHARE THAT WITH THE NEW YORK STATE DEC, THEY'LL COMMENT ON IT, WE'LL RESPOND, AND THEN WE'LL CALL IT GOOD FROM A 60% STANDPOINT. THEN WHAT'LL HAPPEN IS A DESIGN TEAM WILL TAKE THAT TO THE 90% LEVEL, AND THEN SAME PROCESS, WE'LL HAVE COMMENT AND RESPONSE, AND THEN WE'LL FINALIZE THE 90%. THERE'S ALSO GONNA BE A PROCUREMENT EFFORT. SO WE'RE GONNA GO OUT TO BID. UM, THERE'LL BE A YELLOW IRON CONTRACTORS THAT WILL BID ON THIS WORK, AND THEN WE WILL SELECT THE BEST ONE. THE OTHER THING THAT'S IMPORTANT TO ALSO KEEP IN MIND IS THERE IS A FAIR AMOUNT OF PERMITTING THAT YOU CAN IMAGINE NEEDS TO GET DONE WITH [00:15:01] THIS PROJECT. SO WE'RE WORKING CLOSELY WITH OUR PARTNERS, NEW YORK STATE, DEC, THE FISH AND WILDLIFE TEAM, THE REMEDIATION GROUP. THERE'S ALSO PERMITTING GROUP AND DEPARTMENT OF HEALTH ON MAKING SURE THAT WE'VE IDENTIFIED ALL THE PERMITS THAT WE NEED TO SECURE IN ORDER TO BEGIN THIS WORK. SO I WOULD ANTICIPATE THAT PROCESS TO BE ANYWHERE FROM SIX MONTHS TO A YEAR. THAT'S HOW LONG IT TAKES TO MAKE SURE THAT WE SECURE ALL OF THESE PERMITS. SO WHEN I THINK ABOUT THE NEXT STEPS, THAT'S WHAT OUR VISION SHOWS, 60%, 90% OF PROCUREMENT EFFORT, AND THEN THE PERMITTING EFFORT, THEN WE CAN MOBILIZE. WHAT I'D LIKE TO DO NEXT IS TURN IT OVER TO JULIE JOHNSTONE WITH GREAT ECOLOGY. SO WHERE WE STARTED WAS, UM, AN ANALYSIS. YOU ALWAYS START WITH ANALYZING WHAT SUCCESSFUL DESIGN LOOKS LIKE. SO THAT'S WHAT WE DID. UM, WE ANALYZED, UH, LOCAL PRECEDENTS THAT WERE SUCCESSFUL, UH, IN TERMS OF THE PUBLIC SPACE CREATION, UM, HABITAT CREATION, ALL THOSE KINDS OF THINGS. UH, ANOTHER THING WE DID THAT I THINK WAS REALLY INSTRUMENTAL IN SHAPING THIS DESIGN WAS WE LOOKED AT, UM, UH, WE LOOKED AT AN INVENTORY OF HASTINGS ON HUDSON'S PARK SPACES, UH, WATERFRONT ACCESS. SO WE WERE REALLY SORT OF WANTING TO SEE WHERE, WHERE MIGHT, UH, THERE BE A COMMUNITY NEED THAT THIS SHORELINE CONCEPT COULD FULFILL IN SOME WAY. UM, SO THAT TAKES US UP TO HERE. WE WERE INVENTORY AND ANALYSIS. UM, THEN, UH, WE, WE HAD PRESENTED OUR, UH, SUSTAINABLE SHORELINE ANALYSIS TO VILLAGE LEADERSHIP. WE, WE PROCEEDED WITH, UH, ANALYZING WHAT NEEDS MIGHT EXIST WITHIN, UH, HASTINGS ON HUDSON ITSELF. UM, AND THEN WE STARTED TO LOOK AT DESIGN ELEMENTS, UM, AND THOSE FORM THE BACKBONE OF THE CONCEPT PLAN ITSELF. SO WHAT ARE THE ACTUAL SPACES THAT WE MIGHT BE CREATING? IS IT PARKS? UM, ARE THERE PLAYGROUNDS? IS IT TRAILS? SO JUST THE ACTUAL PROGRAM ELEMENTS THEMSELVES. WE STARTED TO GET A SENSE OF WHICH PROGRAMS WERE APPEALING TO, UM, AND PERMITABLE, UH, TO, UH, VILLAGE LEADERSHIP AND THE DEC. SO WE PRESENTED THOSE ELEMENTS THAT WE GAINED CONSENSUS AT THAT TIME. UM, BETWEEN SEPTEMBER AND NOVEMBER, 2024, WE GAINED CONSENSUS AT THAT TIME TO MOVE ON TO THE NEXT, UH, LEVEL OF REFINEMENT, UM, WHICH WAS DEVELOPING CONCEPTUAL DESIGN OPTIONS. UM, AND THOSE CONCEPTUAL DESIGN OPTIONS WERE ESSENTIALLY DIFFERENT ARRANGEMENTS OF THE SAME PROGRAM ELEMENTS THAT, UH, WE HAD GAINED CONSENSUS AROUND. UM, AND AGAIN, WE GAINED CONSENSUS, UH, THANKFULLY WITH, FROM THE DEC AND VILLAGE LEADERSHIP BY AUGUST OF 2025 AROUND, UH, ONE CONCEPT, WHICH IS THE ONE THAT I'M GONNA SHOW YOU TONIGHT. UH, WE, UH, PRESENTED THOSE INDIVIDUALLY TO, UM, BOARD OF TRUSTEES. WE REFINED THE, THE CONCEPT FURTHER, UH, TO INCORPORATE ALL THE FEEDBACK THAT WE HAD RECEIVED SO FAR. UM, [00:20:01] AND THAT'S WHERE WE ARE NOW, UH, PRESENTING THE, UH, THE CONCEPT TO YOU ALL THAT HAS GAINED CONSENSUS. SO I'M GONNA SHOW YOU FOUR SLIDES WITH, UM, WHAT I LIKE TO SAY, INSPIRATIONAL IMAGERY. UM, NOT ALL OF THE THINGS THAT YOU'LL SEE ON THESE, UH, UPCOMING FOUR SLIDES ARE EXACTLY WHAT'S IN THE CONCEPT DESIGN, BUT THIS IS TO GIVE YOU AN IDEA OF THE LOOK AND FEEL. SO THERE'S, UM, IDEAS AROUND RIVER CONNECTIVITY, UM, CIRCULATION, UH, PARKS AND OPEN SPACE AND CIRCULATION. SO THIS IS RIVER CONNECTIVITY, AND CLEARLY YOU HAVE A HUGE ASSET WITH THE, THE RIVER, RIGHT, RIGHT HERE, AMAZING VIEW OVER TO THE PALISADES. SO, UM, IT WAS IMPORTANT IN THE DESIGN TO, UM, CREATE THAT FOSTER THAT SENSE OF CONNECTION WITH THE RIVER. UM, AND THAT CAN COME IN A VARIETY OF FORMS. IT CAN COME IN THE FORM OF A PIER THAT CONNECTS YOU, UM, BRINGS YOU OUT OVER THE WATER. UM, IT CAN BE, UH, MEANDERING WALKWAYS RIGHT NEXT TO THE WATER, UM, BRIDGES, UH, ELEVATED LOOKOUTS. UM, AND THEN, UH, ACTUAL ACCESS POINTS, UH, TO THE WATER, SUCH AS A NON-MOTORIZED BOAT LAUNCH. THE NEXT SET OF IMAGES, UH, GIVES YOU AN IDEA OF THE TYPES OF OPEN SPACES THAT, UM, COULD, COULD BE SEEN IN THIS CONCEPT. SO A NATURAL PLAYGROUND, UM, LAWN SPACE FOR PLAYING, THROWING, THROWING THE FOOTBALL AROUND, UM, AGAIN, PEERS AND THEN SEATING AREAS TO FACILITATE, YOU KNOW, OPEN, OPEN COMMUNITY SPACES FOR PEOPLE TOGETHER, UH, CIRCULATION COMPONENTS. SO THIS BEING, UM, JUST NATURALLY A LONG LINEAR SHORELINE DESIGN. UH, THE CIRCULATION COMPONENTS ARE REALLY IMPORTANT. UH, HOW, HOW PEOPLE MOVE THROUGH THIS, UH, DESIGN, UH, WILL BE A, A KEY COMPONENT OF THE, THE EXPERIENCE. SO WHETHER YOU'RE WALKING OR BIKING OR SCOOTERING, HOWEVER YOU ENJOY, UM, THE LENGTH OF, OF THE SHORELINE DESIGN. SO THESE IMAGES REPRESENT, UH, JUST SOME IDEAS AROUND THE MATERIALS THAT COULD BE PRESENT. UM, MAYBE WIDE PATHWAYS, NARROW PATHWAYS, SEEDING ADJACENT. UM, AND THEN LAST, BUT CERTAINLY NOT LEAST, UM, UH, THERE'S, UH, A DESIRE FOR, UH, CREATING HABITAT OPPORTUNITIES ALONG THE SHORELINE. SO, AND THAT CAN, UH, GO, LIKE I SAID, ALONG THE SHORELINE ALL THE WAY UP INTO THE UPLAND AREAS. SO HABITAT OPPORTUNITIES, UM, CAN COME IN THE FORM OF, UM, WILDLIFE STRUCTURES, UM, PLANTED RIP WRAP INSTEAD OF YOUR TRADITIONAL, UH, RIP WRAP. UH, WHEN YOU EMBED PLANTING IN THE RIP WRAP OR, UM, NATIVE PLANTING AREAS, YOU EMBED MORE VALUE, UM, IN THOSE AREAS. SO NOW GETTING TO WHAT I KNOW PEOPLE WANT TO SEE MORE OF, UH, IS THE CONCEPT DESIGN ITSELF. SO THIS SLIDE IS ABOUT THE ORGANIZATION OF THE CONCEPT, AND IT'S VERY SIMPLE. IT'S, UH, THE GREEN, UH, CIRCLES OR OVALS ARE WHERE PEOPLE ARE GATHERING PRIMARILY. UH, THE DARKER ORANGE LINE ARE THE PRIMARY CIRCULATION, UH, PATHWAYS. AND THEN THE DOTTED LINES ARE THE SMALLER SORT OF BREAKOUT PATHS, UM, THAT GIVE PEOPLE A DIFFERENT EXPERIENCE ALONG THE SHORELINE PARK. SO, UM, HERE IS THE COMPENSATORY WETLAND THAT ERIC WAS TALKING ABOUT, AND THEN THESE ARE THE PRIMARY OPEN SPACE AREAS. NO, YEAH, WE'LL HAVE, UH, I'LL INVITE YOU ALL TO AN OPEN HOUSE AT THE END OF THE PRESENTATION. SO HERE IS THE CONCEPT PLAN. I'M GONNA TAKE YOU ALL FROM RIGHT TO LEFT. UM, SO, AND WE'RE, WE'RE ON THIS PORTION OF THE SITE. WE'RE KIND OF UP HERE SOMEWHERE RIGHT NOW. UM, BUT OVER ON THE, UH, UH, NORTHERN PART OF THE SITE IS THAT COMPENSATORY WETLAND AND THE DESIGN, LIKE I SAID, THE CIRCULATION COMPONENTS ARE REALLY CRITICAL, UM, UH, KIND OF FORM THE BACKBONE OF THIS DESIGN. BUT, UM, THIS COMPENSATORY WETLAND IS, UH, ENCIRCLED BY A 12 FOOT MULTI-USE PATH FOR, UH, JOGGERS WALKERS, CYCLISTS. UM, SO THAT RUNS THE LENGTH OF THE ENTIRE PARK. UM, AND IT SORT OF KNITS, KNITS THE WHOLE DESIGN TOGETHER. [00:25:01] UM, THERE'S A PATHWAY THAT CIRCLES AROUND THIS COMPENSATORY WETLAND WITH A BRIDGE THAT COMES OVER HERE. UH, THERE'S A, A BUFFER OF TREES, UM, THAT, UH, SORT OF HUGS THE, UM, LET'S SEE THE EAST SIDE OF THE, THE PARK, UH, COMING OVER HERE. UM, ONE ELEMENT THAT YOU'LL SEE THROUGHOUT THE DESIGN, I MEAN, IT'S PROBABLY GONNA BE A LITTLE BIT MORE EVIDENT WHEN YOU GET TO THE BACK OF THE ROOM, UM, AND LOOK AT THE POSTERS. BUT, UM, WE HAD AN IDEA FOR CREATING TOPOGRAPHIC VARIATIONS, SO MOUNDS, UM, AS SORT OF A, A VARIED LANDSCAPE EXPERIENCE. AND THAT'S ANOTHER WAY FOR US TO PROVIDE, UM, HABITAT OPPORTUNITIES IN THE UPLAND AREA, UM, WITH THE PATHWAYS AROUND IT. UM, AND THEN OVER HERE, JUST ALONG THE RIP WRAP, I WAS TALKING EARLIER ABOUT, UH, WAYS THAT WE'RE EMBEDDING HABITAT VALUE, UM, ON THE SHORELINE ITSELF. BUT, UM, YOU'LL SEE PLACES WHERE THERE'S, UM, AQUATIC HABITAT STRUCTURES OR LEVEL BOULDERS WITH WALKWAY THROUGH THE RIP WRAP. AND THEN, UM, PLANTINGS IN THE RIP WRAP. SO THE LEVEL BOULDERS ARE ONE, UH, DESIGN ELEMENT THAT CONNECTS PEOPLE A LITTLE BIT DOWN INTO THE, IT'S NOT INTO THE WATER, BUT BRINGS YOU A LITTLE BIT CLOSER COMING OVER HERE. UM, THIS IS SORT OF THE, THIS IS THE LARGEST, UM, COMMUNITY SPACE. IT'S LAWN WITH, UM, SEATING COMPONENTS. AND, UM, UH, THESE AGAIN, ARE THE LEVEL BOULDERS THROUGH THE RIP WRAP. UM, COMING OVER THIS WAY, YOU HAVE A NON-MOTORIZED BOAT LAUNCH IN THIS COVE. UM, AND THEN COMING AROUND OVER THIS WAY, UM, THERE'S A NATURE PLAY AREA AND THEN ANOTHER SMALLER COMMUNITY LAWN AND GATHERING SPACE, UM, WITH AN ELEVATED VIEWING PLATFORM JUST TO LOOK AT OVER THE PALISADES. UM, HERE'S A WORKOUT STATION. SO IT'S SORT OF MIRRORED ON THE OTHER SIDE WITH A NATURE PLAY. OKAY. UM, AND THEN, UM, I THINK THIS HELPS ILLUSTRATE A LITTLE BIT MORE THE IDEA OR THE CONCEPT FOR THE SHORELINE, UH, WHERE THERE'S PLANTINGS IN THE RIP WRAP OR THERE'S LEVEL BOULDERS, UM, THAT PROVIDE SEEDING AND A LITTLE BIT MORE, UM, VISUAL ACCESS TO THE RIVER. UH, THIS IS A VIEW TOWARDS THE COMPENSATORY WETLAND. SO THIS NORTHWEST CORNER, WE'RE GONNA EXCAVATE DOWN THE 12 FEET BELOW GROUND SURFACE. AND THEN IN THESE OTHER AREAS HERE, IT'S GONNA BE DOWN TO NINE FEET BELOW GROUND SURFACE. BUT OVER THE TOP OF THE SITE, WE WILL HAVE TWO FEET OF CLEAN COVER. SO IT'LL BE BROUGHT UP TO MEAN SUB MEAN SEA LEVEL OF 11. THE PURPOSE OF THAT WAS TO ENSURE WE HAD TWO FEET OF TOTALLY CLEAN COVER ON TOP, AS WELL AS TO ACCOUNT FOR FUTURE SEA LEVEL RISE. WHAT'S GOING TO HAPPEN TO THE WATER TOWER. UM, BUT THE PLAN FOR THE WATER TOWER IS IN ORDER TO AFFECT THE REMEDIATION, THE WATER TOWER WILL HAVE TO COME DOWN, THERE'LL BE A STRUCTURAL ASSESSMENT DONE, AND THEN BASED ON THAT STRUCTURAL ASSESSMENT, WE'LL FIGURE OUT WHAT THAT PLAN IS FOR THAT INDIVIDUAL WATER TOWER. SO IT HAS TO BE, IN ORDER FOR THAT TOWER TO GO BACK UP, IT WOULD HAVE TO BE STRUCTURALLY SOUND. I'D LIKE TO KNOW, DID YOU REVIEW THE, UH, FINDINGS OF THE VILLAGE WIDE PLAN THAT WAS DONE IN 1999 WHERE JACQUES PADUA REQUIRED YOU TO DO A GRIDED SEARCH OF WHERE THE, UH, THE POLLUTION IS ON THE SITE? 'CAUSE BEFORE THAT, THEY WERE GONNA EXCAVATE A COUPLE OF SMALL SPOTS AND CALL IT DONE. WE DID AN LWRP, WHICH WAS NEVER RATIFIED. WE HAD AN INFRASTRUCTURE COMMITTEE THAT WAS TOLD THEY HAD SIX MONTHS TO COME TOGETHER WITH A PLAN SO THE ENGINEERS COULD GET TOGETHER AND INCORPORATE THAT TO BRING SERVICES ONTO THE SITE. THAT WAS, I DON'T KNOW, 12 YEARS AGO. SO WHY DO YOU KEEP SETTING THESE TIGHT DEADLINES? WE THEN HAD A COMP PLAN WHERE WE HAVE A LOT OF SUGGESTIONS ABOUT WHAT COULD HAPPEN ON THE WATERFRONT. MOST IMPORTANTLY, WE HAD A 2016 CONSENT DECREE, WHICH WAS, UH, PARTED BY DE NEW YORK STATE DEC HASTINGS RIVERKEEPER AND WHOEVER WAS RUNNING BP ARCO AT THE TIME. AND A LOT OF THINGS WERE SETTLED THERE AND WE WERE TOLD IT WAS IMMUTABLE. WE COULDN'T CHANGE THAT UNTIL THEY CHANGED IT. WE HAD A REZONING COMMITTEE SPEND QUITE A BIT OF TIME TO TRY AND FIGURE OUT WHAT ELSE IS GONNA HAPPEN ON THE FIGHT. THEY WOULD DIS ON THE, UH, SITE, THEY WOULD DISBANDED. WE THEN HAD THE SHORELINE COMMITTEE. AND I'LL TELL YOU, WE SPENT A LOT OF TIME NOT ONLY LOOKING AT THE SHORELINE, BUT HOW WE WOULD ACCESS THAT SHORELINE. AND I DON'T SEE ANYTHING IN THE PLAN THAT SAYS ANYTHING'S GONNA HAPPEN BETWEEN YOUR PROJECT AND HOW WE'RE GONNA ACTUALLY ACCESS THAT AND WHAT'S GOING ON HERE. IT'S CRITICALLY IMPORTANT TO JUST BUILD A GREEN SPACE ALONG THE WATERFRONT. WHY, WHY ARE WE NOT LOOKING AT, AT THINGS LIKE, UH, LONG ACRE, UH, LONG DOCK PARK IN BEACON? WHY ARE WE NOT LOOKING AT RED HOOK IN BROOKLYN OR THE BROOKLYN BRIDGE PARK? WHY ARE WE LOOKING AT THINGS THAT ARE MORE THAN JUST A GREEN SPACE SO THAT WE'RE NOT JUST LIKE, OH, WE'RE GONNA HAVE SOME PASSIVE THINGS HERE. YOU SHOW A BOAT RAMP, WHERE ARE THOSE BOATS COMING FROM? WHO'S GOING TO CARRY THE BOATS THERE? HOW ARE YOU GOING TO GET IN AND OUT OF THAT IN THE RIVER? IS THE RIVER GONNA BE CLEAN ENOUGH TO ACTUALLY GO INTO THE RIVER TO COME UP WITH THESE PLANTS? AND I UNDERSTAND WE HAVE TO START SOMEWHERE. YOU'VE HAD MANY MEETINGS WITH, WITH, UM, I'M TRYING TO REMEMBER WHAT YOU CALLED IT, THE VILLAGE LEADERSHIP. WHY WASN'T THE VILLAGE INVITED TO THAT? SO WE COULD BE HAVING THESE COMMENTS WHILE YOU ARE DOING YOUR PLANNING SO YOU CAN UNDERSTAND OUR CONCERNS. 'CAUSE TRUST ME, THERE ARE A LOT OF PEOPLE IN THIS ROOM THAT HAVE SPENT YEARS OF THEIR LIFE LOOKING AT THESE ISSUES. AND WE REALLY WOULD LIKE TO KNOW THAT WE'RE BEING HEARD AND NOT JUST, OH, TREES ALONG HERE. ARE THOSE TREES GONNA BLOCK THE VIEW OF THE PALISADES? WE TALKED ABOUT SEA LEVEL RISE. HAVE YOU ACCOMMODATED THAT? WE USED TO THINK SEA LEVEL RISE WAS A FEW INCHES A YEAR. WE NOW KNOW THAT'S NOT WHAT'S GOING ON. AND IF YOU'VE SEEN THE NEWS OF WHAT'S GOING ON IN JAMAICA, WE ARE, WE ARE WAY BEYOND A COUPLE OF INCHES UP AND DOWN ANY GIVEN YEAR. I'LL BE DONE IN JUST A MOMENT. AND I WAS, WHERE IS THAT GONNA COME FROM? OH, WELL, WE'LL FIGURE IT OUT. THE THING THAT'S REALLY CRITICAL ABOUT THE WATERFRONT AND HAS BEEN FOR THE 26 YEARS I'VE BEEN HERE IS COMMERCIAL DEVELOPMENT IN THIS VILLAGE BECAUSE WE ARE GETTING HAMMERED WITH TAXES AND A LOT OF PEOPLE CAN'T AFFORD TO LIVE HERE ANYMORE. AND IT'S A BIG ISSUE. AND THE ONLY WAY TO TURN THAT AROUND IS YOU TOOK DOWN A BUNCH OF COMMERCIAL BUILDINGS ON THAT SITE AND WHAT HAPPENED WHEN YOU TOOK THOSE BUILDINGS OFF THE SITE, YOU GOT TO REDUCE YOUR TAXES BECAUSE YOU APPLIED FOR A TAX CERT AND A BLANK SITE PAYS LESS TAXES THAN A SITE EVEN WITH ABANDONED BUILDINGS. THERE ARE A BUNCH OF US IN THE VILLAGE HAS SPENT YEARS TRYING TO FIGURE OUT HOW TO KEEP THOSE BUILDINGS AND USED THAT AS THE GENESIS OF WHAT WAS GONNA HAPPEN ON A WATERFRONT. YOU CAN THINK ABOUT WHAT'S GOING ON IN IRVINGTON AND WE WERE TOLD, NO, WE CAN'T DO THAT. WE CAN'T DO THAT, WE CAN'T DO THAT. AND BOOM, THEY CAME DOWN AND WE'VE BEEN SITTING WITH EMPTY PROPERTY NOW FOR WHAT, 6, 7, 10 YEARS. WE WOULD LIKE TO KNOW MORE THAN, OH, WE'RE GOING TO DO 60%, WE'RE GOING TO DO 90%, WE WERE TOLD 25 YEARS AGO. IT'S A FIVE YEAR PLAN AND ABOUT EVERY FIVE YEARS WE HEAR IT'S ANOTHER FIVE YEARS. WE'D REALLY LIKE TO HAVE SOME IDEA OF WHAT'S GOING ON AND WE'D LIKE TO HAVE SOME INPUT IN WHAT'S GOING ON SO THAT WHEN YOU EVENTUALLY GET DONE, AND I JOKE ABOUT THIS A LITTLE BIT WHEN I MOVED HERE, PEOPLE SAID, OH, WE'LL ALL BE DEAD BEFORE ANYTHING HAPPENS ON THE WATERFRONT. I HONESTLY BELIEVE THAT'S GONNA BE TRUE FOR ME, BUT I'D LIKE TO KNOW THAT THE PEOPLE THAT COME AFTER ME ARE GONNA HAVE SOMETHING THAT THEY CAN BE PROUD OF AND WE'D LIKE YOU TO BE A PART OF THAT. SO ACCOMMODATING SEA LEVEL RISE, IMAGINE UP HERE AT THE TOP IS 12. DOWN HERE AT THE BOTTOM IS TWO. WE DO NOT ANTICIPATE THAT, UH, CHANGE TO OCCUR. BUT IF, IF THIS MEAN HIGH WATER COMES UP TWO MORE FEET, THIS SHORELINE IS STILL ADAPTED FOR THAT CHANGE. UM, AND IT IS STILL NOT IMPACTING PUBLIC SPACE. SO THOSE ELEMENTS ARE THE, THE SHORELINE IS, IT'S CONCEPTUAL, BUT THE INTENT IS FOR THE DESIGN OF IT TO WITHSTAND WAVE ACTION AND FOR THE PUBLIC SPACE COMPONENTS TO BE HIGH ENOUGH SO THAT THEY'RE NOT IMPACTED BY WHAT WE ANTICIPATE TO BE, UM, THE RISE IN WATER LEVELS. UM, IN TERMS OF, UM, YOU KNOW, THE ACCESS POINTS THAT'S SIMILAR TO, TO THE OTHER QUESTION THAT WAS POSED. UM, WE DIDN'T SHOW WHERE PEOPLE EXACTLY ARE GONNA BE COMING BECAUSE IN THE SEQUENCE OF EVENTS, UM, WE DIDN'T WANT TO SAY THERE PEOPLE ARE GOING TO ARRIVE AT THIS POINT OR THEY'RE GOING TO ARRIVE AT THAT POINT. IF IT CAN BE PUT BACK UP, THAT WOULD BE FANTASTIC. I KNOW THE WATER TOWER'S IMPORTANT AND WE'VE GOT IT WRITTEN INTO THE CONSENT DECREE. SO WE'RE GONNA DO OUR BEST TO MAKE SURE THAT WE PROVIDE A REMEDY THAT'S PROTECTIVE OF HUMAN HEALTH AND THE ENVIRONMENT AND THEN DO THIS AS EFFICIENTLY AS POSSIBLE SO THAT WE CAN GET ON WITH THE RESTORATION AND THE REDEVELOPMENT SO THAT THIS PARCEL OF PROPERTY CAN BE ENJOYED BY THE VILLAGE.
