UH, THAT, UM, IS GOING TO START, UH, PROBABLY IN MID-NOVEMBER, ALTHOUGH I DO FIND WITH VIOLA, THEY TELL ME THEY'RE GONNA START, AND THEN THEY DON'T START UNTIL, YOU KNOW, A MONTH LATER OR, OR, OR SO, BUT THAT'S WHAT THEY'VE TOLD ME AT THIS POINT. MID-NOVEMBER THROUGH APRIL, THEY'LL BE DOING A REHAB OF THE, UH, WATER TOWER ON SUMMIT AVENUE. THEY HAVE MET WITH RESIDENTS AND PROPERTY OWNERS, UH, IN THE AREA. I MET WITH VIOLA AND THE IMMEDIATE NEIGHBORS TO THE WATER TANK A WEEK OR TWO AGO. AND WE WERE TALKING ABOUT, UH, TREES. AND WE WERE ABLE TO FIND A, YOU KNOW, THE NEIGHBORS WERE BOTH, UH, SATISFIED WITH, UH, WITH, WITH WHAT THE RESOLUTION TO, TO THE, THE ISSUE WAS THERE, THEY WILL HAVE TO CUT DOWN A COUPLE OF SMALL TREES THAT ARE KIND OF IN FRONT OF THE FENCE. AND THEN ONE LARGER TREE THAT'S IN THE, UM, IN THE PAPER ROAD THAT IS IMMEDIATELY TO THE SOUTH OF, OF THE, UH, OF THE, THE WATER TOWER. BUT I TOLD THEM THEY HAD TO REPLANT, YOU KNOW, EVERYTHING. AND, AND, AND THEY, THEY UNDERSTAND THAT, UM, IT'S GONNA BE NOISY. DID YOU, DID YOU GET THE TREES IDENTIFIED? UM, THERE ARE VARIETY. OH, OKAY. UH, THE, THE, UM, YOU KNOW, I JUST, JUST SO PEOPLE KNOW IT IS GONNA BE NOISY. UH, I MEAN, IT'S GOOD, IT OCCURS IN THE WINTER, 'CAUSE YOUR WINDOWS TEND TO BE CLOSED, BUT ESPECIALLY THE SANDBLASTING, WHICH IS, YOU KNOW, WHAT THEY DO INITIALLY, UH, IS, IS CAN BE, CAN BE PRETTY, PRETTY NOISY. UM, DO THEY HAVE TO HAVE THE SAME LARGE MACHINERY THAT THEY HAD AT THE POOL? YES. THEY, THEY WILL HAVE SOME FAIRLY SIGNIFICANT MACHINERY THERE, ALTHOUGH THAT IS A TIGHTER WORKSPACE THAN, THAN WAS UP AT THE POOL. UM, AND THIS WATER TOWER LOOKED TO ME TO BE SMALLER THAN THE ONE THAT'S UP AT THE POOL, JUST, YOU KNOW, BY MY NAKED EYE. UM, THEY WILL BE REPLACING THE FENCE, UH, IN KIND EXACTLY HOW IT, RIGHT NOW IT'S A CHAIN LINK FENCE THAT IS COATED WITH, UH, A, UM, STOCK. ABE WOULD, AND THEY'LL BE, THEY'LL BE DOING THE SAME THING. UH, THEY'LL BE CUTTING SOME OF THE LOWER BRANCHES IN ORDER TO MAKE ROOM FOR, UH, THE, THE OTHER, THE OTHER, UM, THE, THE, THE, THE STUFF THAT THEY'RE GONNA HAVE TO STORE, UH, TO THE SOUTH OF THE WATER TOWER. SO, UM, I MEAN, IT'S A NECESSARY THING, EVEN THOUGH IT'S, IT'S, IT'S, YOU KNOW, IT'S, IT'S GONNA BE INTRUSIVE FOR THE NEIGHBORS WHO LIVE IN THAT AREA. UM, BUT I'LL, YOU KNOW, SEND OUT PERIODIC UPDATES ABOUT IT AS WELL. ONE THAT I TYPICALLY DO WITH THINGS. UM, THERE WERE JUST A COUPLE OF OTHER THINGS THAT I WANTED TO RAISE WITH THE BOARD. UH, ONE WAS THE, UH, ECOSPHERE PILOT PROGRAM. UM, THE, THE, YOU MAY RECALL THAT BACK LAST FALL, THE, UH, ARCO UH, TRIED TO, UM, SEE WHETHER OR NOT THIS NEW TECHNOLOGY CALLED ECOSPHERES COULD BE SUCCESSFUL IN REMOVING SOME OF THE CONTAMINATION FROM CANAL COVE. THEY HAD A LOT OF TROUBLE, UH, DEPLOYING THESE [00:40:01] ECHO SPHERES INTO THE COVE. UM, THE MAJORITY OF THEM DID NOT. THEY WERE SUPPOSED TO BE DEPLOYED TO A DEPTH OF THREE FEET. THE MAJORITY OF THEM DID NOT GO, UH, MORE THAN TWO FEET. AND, UH, THE END RESULT OF THE WHOLE THING IS THAT, UM, IT'S NOT A PRACTICAL, PRACTICAL AND IMPLEMENT IMPLEMENTABLE TECHNOLOGY, UM, FOR THE RESOLUTION OF THE PCBS IN, IN, IN THE, IN THE OU TWO WITH WHAT THEY CALL THE OU TWO AREA, WHICH IS THE WATER AREA OF THE SITE. SO THEY WON'T, THEY, THEY WILL NOT BE, BE USING THAT TECHNIQUE IN THE IN CANAL COVE. UM, AND THEY WILL BE REMOVING THE, THE REMAINING, UH, ECOSPHERES NEXT WEEK FROM THE COVE. DOES THAT MEAN THAT DREDGING IS THE ONLY OPTION? UM, WELL, YOU KNOW, THAT WAS ALL UP TO THE DEC, BUT IT IS MY RECOLLECTION THAT THIS WAS, UH, PROPOSED AS A POTENTIAL ALTERNATIVE TO DREDGING MM-HMM . AND, UM, IT'S, IT, IT DOESN'T SEEM THAT IT'S GOING TO BE POSSIBLE. I THINK THAT'S THE NEXT STEP WE HAVE TO EX EXPLORE WITH, WITH BP AND THE DEC MM-HMM . UM, AND THEN ONE OTHER THING THAT I JUST WANTED TO RAISE WITH YOU, UH, WAS THE WARBURTON AVENUE CROSSWALKS. WE, UM, HAVE GOTTEN THE FINAL DESIGN ON THAT. UH, I THINK WE JUST RECEIVED IT TODAY OR LAST NIGHT. AND, UM, SO THE COUNTY WILL BE, UH, LOOKING TO RETAIN A CONTRACTOR TO, UH, INSTALL IT. AND THERE'LL BE BUMP OUTS, UH, AT THE CROSSING, WHICH IS NEAR DIVISION STREET, NOT EXACTLY AT DIVISION STREET, BECAUSE THERE'S JUST A LOT OF UTILITIES IN THE WAY AT THAT LOCATION. SO IT'S MAYBE ABOUT 20 FEET SOUTH OF DIVISION STREET. UH, AND THERE WILL BE SOME LOST PARKING AS A RESULT OF, OF THAT, UM, OF, OF, OF THE CROSSWALK AT THAT LOCATION. BUT IT, IT LOOKS LIKE IT MAY BE, IS ONLY LIKE THREE SPACES OR SOMETHING LIKE THAT. UM, AND THEN THEY'RE ALSO GOING TO BE, UH, INSTALLING A CROSSWALK DOWN AT PINE CREST. UH, THAT CROSSWALK WILL NOT HAVE, OH, THERE'LL BE BUMP OUTS ACTUALLY AT THE ONE ON DIVISION AT DIVISION. AND THOSE WILL HELP PEDESTRIANS BE ABLE TO SEE BETTER. 'CAUSE A LOT OF PARKED CARS ARE IN THE WAY, AND YOU GOTTA KIND OF STEP OUT A LITTLE BIT IN ORDER TO BE ABLE TO SEE IF A, A MOVING CAR IS COMING. BUT THERE'S, THERE'S GOOD, YOU KNOW, THERE'S, THERE'S GOOD KIND OF, UH, SIGHT AND, UH, LIGHTING AND, UH, TURNING RADI RADIUS IS, IS IS ADEQUATE AT THAT LOCATION. THE OTHER IS THE LOCATION OF THE EXISTING DRAINING STRUCTURE. DRAINAGE STRUCTURES ARE SUCH THAT THERE WOULD BE PONDING OF WATER, UH, FROM IF WE, IF A BUMP OUT WAS, WAS PLACED THERE. AND FRANKLY, PUTTING PEOPLE CLOSER TO THE TRAVEL LANE IN THAT LOCATION IS JUST NOT A GOOD IDEA. 'CAUSE PEOPLE ARE TRAVELING AT, AT A GOOD CLIP DOWN, DOWN IN THAT AREA. BUT THERE IS GOOD LIGHTING AND GOOD SITE DISTANCE AS WELL. SO, UM, SO THAT'LL BE, UH, WHEN I KNOW AN, UH, YOU KNOW, A SPECIFIC DATE FOR INSTALL, I'LL CERTAINLY LET EVERYBODY KNOW. UM, ONE OF THE QUESTIONS THAT CAME UP, UH, DURING THE MEETING WAS HOW THE PARK WILL BE PAID FOR NOW, THE ORIGINAL CONSENT DECREE. UH, WELL, I DON'T ACTUALLY REMEMBER WHETHER THE ORIGINAL CONSENT DECREE FROM DECEMBER 19TH, 2003 CONTEMPLATED THIS, BUT CERTAINLY THE MODIFIED CONSENT DECREE OF, OF JANUARY 26TH, 2017 MADE SOME OVERTURE TOWARD, TOWARDS THE, UM, TOWARDS BP ARCO BEING RESPONSIBLE FOR DESIGN AND SOME IMPLEMENTATION OF WHAT THEY REFERRED TO AS PLANTING PLAN, A PROPOSED PLANTING PLAN. BUT WHAT WE DID IN THIS ADMINISTRATION, UM, SUBSEQUENT TO THAT, WE MODIFIED AGAIN THE MODIFIED CONSENT DECREE ON DECEMBER 28TH, 2023 WITH A SUPPLEMENTAL REMEDIATION AGREEMENT IN WHICH ATLANTIC RIDGEFIELD AGREED TO COVER THE COST, NOT JUST OF THE DESIGN, BUT THE CON THE CONSTRUCTION OF THE PARK. AND THEY, THEY, THEY CLARIFIED AND FORMALIZED THAT AGREEMENT IN EXCHANGE FOR US FORMALIZING, UM, CLAR AND CLARIFYING SITE ACCESS, UM, AGREEING TO THE WORK SCHEDULE, UH, THE REUSE OF DREDGE SPOILS, AND, UM, THE AGREEING ON THE GOALS FOR THE NORTHWEST CORNER, UH, AND MATERIALS TRANSPORT, WHICH WILL, AS, UH, ERIC LARSON SAID THAT EVENING WILL BE PRIMARILY EITHER BY BOAT OR TRAIN. UH, AND THEN, UM, AND I'LL COME BACK TO, TO ONE OTHER THING, ANOTHER ISSUE THAT, THAT WAS RAISED THAT EVENING. SO THE, THE ONE THING I WANTED TO BE CLEAR THOUGH IS THE CONSENT DECREE IS STILL VERY CLEAR THAT WE AS A VILLAGE ARE RESPONSIBLE FOR THE MAINTENANCE OF THE PARK, BUT NOT THE MAINTENANCE OF ANYTHING THAT'S BELOW THE PARK, NOT THE MAINTENANCE OF THE BULKHEAD. UM, THE CAP OR THE SLOPED SHORELINE THAT FOR THAT ATLANTIC RIDGEFIELD IS RESPONSIBLE FOR 100 YEARS AFTER THE COMPLETION OF THE WORK. UM, SO THE OTHER ISSUE THAT CAME UP WAS THE [00:50:01] WATER TOWER. AND I JUST WANT TO GO BACK OVER SOME OF, OF THE CRITICAL, UM, PARTS OF THE AGREEMENT SO THAT ANYBODY THAT'S LISTENING TO THIS WILL BE REMINDED OF AS WELL. SO IN THE ORIGINAL MODIFIED CONSENT DECREE, UM, IN ARTICLE 4.7 C, THE VILLAGE OR ANY CITIZENS GROUP MAY PRESENT A WATER TOWER PRESERVATION PLAN. NOW, AT THAT TIME, IT WAS CONTEMPLATED THAT IT NEEDED TO BE SUBMITTED 60 DAYS PRIOR TO, TO ATLANTIC RIDGEFIELD SUBMITTING THE FINAL DESIGN TO THE DEC. UM, ONE OF THE OTHER MODIFICATIONS THAT WE MADE TO, TO THE CONSENT DECREE IS WE GOT ATLANTIC RIDGEFIELD TO AGREE, UM, IN, UH, IN 2020 TO MOVE THAT 60 DAYS AFTER THEIR SUBMITTAL TO THE DC BECAUSE WE DON'T NECESSARILY HAVE INSIGHT INTO WHEN THEY'RE SUBMITTING IT, AND WE COULD HAVE BEEN CAUGHT OFF GUARD. SO PEOPLE WHO ARE INTERESTED IN SAVING THE WATER TOWER SHOULD THINK ABOUT THIS WATER TOWER PRESERVATION PLAN. THE VILLAGE DID. UM, AFTER THE, THE SURVEY WAS TAKEN IN 2017, OF WHICH 1,268 PEOPLE MARKED ON A POSTCARD THAT THEY WANTED TO REMOVE, RESTORE, RECONSTRUCT, OR REPLACE THE WATER TOWER. AND 817 PEOPLE MARKED ON THE POSTCARD THEY WANTED TO DEMOLISH AND REMOVE IT. WE MOVE FORWARD IN 2022. WELL, WE STARTED IN 2021. I'M PUTTING TOGETHER THE FIRST WATER TOWER PRESERVATION PLAN, AND THAT IS ON THE VILLAGE WEBSITE UNDER CURRENT ISSUES. UM, THERE WE CONCLUDED THAT IT WOULD PROBABLY COST SOMEWHERE BETWEEN ONE AND A HALF, $2 MILLION TO RESTORE IT AND RELOCATE IT. AND AT THE TIME, BPR CO WOULD NOT ALLOW IT TO REMAIN ON THEIR PROPERTY. UM, HOWEVER, IF ANYBODY ATTENDED THE WATER TOWER FORUM THAT WAS, THAT WE HELD IN, UH, I THINK IT WAS JANUARY 31ST, 2022, NO ONE WAS VERY HAPPY WITH ANY OF THE PROPOSED LOCATIONS. SO THAT PLAN HAS REMAINED WHERE IT IS. BUT SUBSEQUENTLY, AND PART OF THE SUPPLEMENTAL REMEDIATION ACCESS AGREEMENT THAT WE SIGNED WITH BP ON DECEMBER 28TH, 2023, THEY AGREED TO RELOCATE THE WATER TOWER ON THE AR SITE. SO THAT'S, THAT'S AN IMPORTANT AGREEMENT, BUT THERE'S STILL SOME CAVEATS WE STILL NEED TO PROVIDE THEM WITH A WORKABLE WATER TOWER PRESERVATION PLAN. AND IT IS STILL VERY CLEARLY AT THE VILLAGE'S EXPENSE. UM, NOW THERE IS, THERE IS A, UM, A MATCHING FUND THAT'S IN THE ORIGINAL MODIFIED CONSENT DECREE. SO ARCO WILL MATCH THE VILLAGE DOLLAR FOR DOLLAR UP TO $1,350,000 OR 50% OF THE ACTUAL EXPENSES, WHICHEVER ARE LESS. SO I JUST WANTED TO BE VERY CLEAR ABOUT THAT. IT'S, IT'S STILL THAT, YOU KNOW, THEY ARE WORKING WITH US ON THE LOCATION, BUT IT IS STILL GOING TO BE ON AN EXPENSE THE VILLAGE WILL HAVE TO SHOULDER IF WE DECIDE TO SAVE IT. UM, A COUPLE OF OTHER HIGHLIGHTS THAT CAME OUT OF THE SUPPLEMENTAL REMEDIATION ACCESS AGREEMENT THAT I JUST WANT TO, I WANT TO REMARK ON BECAUSE I THINK THEY WERE VERY IMPORTANT, UM, ACHIEVEMENTS FOR THIS ADMINISTRATION. UH, WE GOT $3 MILLION FOR THE RENOVATION MCC RIN PARK, WHICH WE'RE BEGINNING TO MOVE FORWARD ON NOW. UM, WE GOT THE RELOCATION OF THE WATER TOWER, WE'VE ALREADY DISCUSSED THAT. UM, AND ALSO, YOU KNOW, WE GOT THIS SHORELINE DESIGN PLAN, WHICH I JUST WANT TO, I DON'T THINK THAT THEY TOOTED THEIR OWN HORN ENOUGH, BUT THAT, THAT LANDSCAPE ARCHITECTURE FIRM IS, IS A VERY QUALIFIED FIRM. AND THEY HAD WORKED WITH MICHAEL VAN ALBERG IN NEW YORK CITY ON, ON THE BROOKLYN BRIDGE PARK. SO THEY HAD, THEY HAVE A LOT OF EXPERIENCE WITH SHORELINE DESIGN.
