UH, THE CLARK COMMEMORATION TEAM CONSISTS OF EDDIE CRAWFORD, KAITLYN CHANG, JENNIFER ITO, AND MYSELF.
UM, AND WE'RE GONNA TALK MOSTLY ABOUT PHASE TWO OF THE COMMEMORATION PROJECT, ALTHOUGH WE'LL DO A BRIEF SUMMARY OF PHASE ONE FOR THOSE OF OUR VIEWERS WHO HAVEN'T BEEN PAYING ATTENTION,
UM, SO WHO ARE THE DOCTORS? MAMIE AND KENNETH CLARK.
UM, THEY WERE A MARRIED COUPLE, UM, AND THEY WERE RESIDENTS OF THE INTEGRATED PINECREST COMMUNITY.
UH, THEY WERE RENOWNED PSYCHOLOGISTS AND, UH, VERY IMPORTANT FIGURES IN THE US CIVIL RIGHTS MOVEMENT.
UM, THEY ACCOMPLISHED A LOT DURING THEIR LIFETIMES, BUT THEY'RE PRIMARILY KNOWN FOR THEIR DOLL TESTS.
AND THAT WAS A STUDY THAT THEY DID WITH YOUNG BLACK CHILDREN, WHERE THEY PRESENTED THEM WITH IDENTICAL WHITE AND BLACK DOLLS AND ASKED THEM QUESTIONS LIKE, WHICH DOLL DO YOU PREFER? WHICH IS THE GOOD DOLL? WHICH IS THE BAD DOLL? AND MUCH TO THEIR DISMAY, THE BLACK KIDS, UM, OH, THE MAJORITY OF THEM SAID THE WHITE DOLL WAS THE GOOD DOLL, AND THE BLACK DOLL WAS THE UNACCEPTABLE ONE.
UM, THEY POSTULATED THIS HAD TO DO WITH SEGREGATION'S EFFECT ON YOUNG BLACK CHILDREN AND THEIR SELF-ESTEEM.
AND THOSE RESULTS WERE USED IN THE 1954 BROWN VERSUS BOARD OF EDUCATION, SUPREME COURT DECISION THAT OUTLAWED SEGREGATION IN THE US IN EDUCATION.
UM, SO HOW DID WE START WITH THE COMMEMORATION PROJECT? I WANTED TO GIVE YOU A LITTLE BACKGROUND ON THAT.
SO KAITLYN CHANG AND JEN ITO, TWO OF OUR, UH, TEAM MEMBERS, THEY HAD CHILDREN IN THE MIDDLE SCHOOL.
AND WHEN THEY WERE LEARNING ABOUT BROWN VERSUS BOARD OF ED, THEIR CHILDREN SAID TO THEIR MOMS, THEIR PARENTS, WE DIDN'T KNOW THAT.
UM, THE DOCTORS CLARK LIVED IN HASTINGS.
WE HAD NO IDEA WE HAD A CONNECTION.
UM, EDDIE CRAWFORD JOINED THE, THE TWO OF THEM.
THE THREE TEAM MEMBERS WENT AND SPOKE TO NIKKI ARMACOST, AND SHE DIRECTED THEM TO, UM, COME AND TALK TO THE HISTORICAL SOCIETY.
WE WERE VERY INTERESTED IN COMMEMORATING THESE, UM, OUTSTANDING INDIVIDUALS.
SO WE CREATED A SUBCOMMITTEE IN THE HISTORICAL SOCIETY, AND THAT'S THE CLARK COMMEMORATION TEAM, THE FOUR OF US.
AND WE'RE GONNA TALK A LITTLE BIT ABOUT PHASE ONE IN A SECOND, BUT WE DECIDED THAT, UM, THERE WERE VERY FEW COMMEMORATIONS OF THE CLARKS.
THEY WERE NOT, THEY WEREN'T MENTIONED ON ANY WEBSITE, NOT EVEN IN WESTCHESTER COUNTY WEBSITES.
UM, SO WE THOUGHT WE REALLY NEED TO HAVE A PERMANENT, WE WANTED A COMMEMORATION, UH, EVENT.
AND THEN WE ALSO DECIDED TO HAVE A MORE PERMANENT HONORING OF THIS COUPLE.
SO, UM, NATIONALLY, THEY'RE PRETTY WELL KNOWN.
THE DOLLS THEMSELVES ARE IN THE AFRICAN AMERICAN MUSEUM IN DC AND, UM, IN MEMPHIS, UM, AT THE, UM, A MUSEUM THERE.
THERE'S A, A, A VIDEO GOING ABOUT, UH, KENNETH AND HIS ACCOMPLISHMENTS.

UM, AND IN OUR EARLY MEETINGS, IT KIND OF CAME BACK TO AGAIN AND AGAIN, WE'D SAY NO STUDENT SHOULD GRADUATE FROM HASTINGS SCHOOLS AND NOT KNOW ABOUT WHAT THE CLARKS DID,

AND SO THE IDEA OF CONA A STREET, UM, CULMINATED IN THE FALL OF 2023, UM, AND A PORTION OF MOUNT HOPE BOULEVARD WAS CODENAMED DOCTORS, MIMI AND KENNETH CLARK WAY.
AND THEN PHASE TWO IS ONGOING AND INVOLVES THE INSTALLATION OF PERMANENT INTERPRETIVE PANELS AT BOTH ENDS OF DRS, MIMI AND KENNETH CLARK WAY.
AND THE LOCATION OF THE PANELS IS NEAR THE START AND END OF THE CONA STREET, AND IS ALSO CLOSE TO THE THREE SCHOOLS, WHICH FEELS IN KEEPING WITH THE MISSION.
AND IN A LITTLE BIT, JEN WILL SHARE MORE ABOUT PHASE TWO.

THEY ALSO CONTRIBUTED REFRESHMENTS FOR THE CONA EVENT THAT TOOK PLACE AT THE COMMUNITY CENTER.
AND TO GIVE YOU A SENSE OF THE SCALE OF THAT EVENT, OVER 150 PEOPLE ATTENDED, INCLUDING MANY CLARK FAMILY MEMBERS.

SO, THINKING ABOUT THAT, YOU KNOW, THEY'LL HAVE, IT'LL BE IN SIMPLER LANGUAGE.

UM, THE LOCATION WE PICKED IS THE NORTHEAST CORNER OF LETHARGY IN MOUNT HOPE, AND IT'S VERY FLAT.

WE HAD MUSIC AND A BAND AND, UM, OTHER REFRESHMENTS AND PROGRAMS AND THINGS LIKE THAT.
SO, UM, THAT WAS ALL TAKEN CARE OF.

THE FIRST ONE IS NO, UM, LANDSCAPE DESIGN, NO PLANTINGS.
SO THE TOTAL COST FOR THE SIGN, UH, DEVELOPMENT, THE SIGN INSTALLATION, THE CREATION OF THE PLAZA, THE CREATION OF THE RETAINING WALL, AND THEN THE INSTALLATION OF THE THIRD PANEL, UM, UP AT THE TOP OF THE HILL WITH NO PLANTINGS AT ALL.
UM, THE TOTAL COST IS $41,500.
UM, WITH THE FUNDING THAT WE HAVE IN PLACE, WE NEED, UH, RIGHT NOW WE'RE SHORT 26,000 ON THAT OPTION.
IF WE INCLUDE THE LANDSCAPE SCAPE DESIGN, IT GOES UP A BIT, SIX OR 7,000 WE EXPECT.
SO WE DID THE TWO OPTIONS BECAUSE THE FIRST ONE WE FEEL WE REALLY HAVE TO DO TO GET THE SIGNS INTO THE GROUND.

AND I PERSONALLY THINK IT'S GREAT.
UM, I'D LIKE TO SEE US STAY WITH THE CURRENT SETUP, BUT READING THE RIVER TOWNS DISPATCH, I'VE LEARNED THAT WE ARE PROBABLY MOVING TO FREE PARKING.

I'M TOLD IT MAY BE BECAUSE OF CHANGES IN THE GPS PROGRAMMING THAT IS NOW DIRECTING PEOPLE UP CLIFF STREET TO GET INTO HASTINGS MORNING TRAFFIC USING CLIFF STREET, WHICH WE'VE COUNTED, UH, THANKS TO THESE DOOR CAMS WITH THE CIRCLE.
AND WE JUST WATCHED THE TAPE, UH, TO ACCESS THE VILLAGE HAS INCREASED TO WELL OVER A HUNDRED CARS IN THE MORNING.
AND I NOTICED THE SPEED OF THESE CARS HAS ALSO INCREASED EVERY DAY.
NOW THERE ARE FACE OFFS BETWEEN DRIVERS COMING UP FROM THE HIGHWAY AND HOMEOWNERS TRYING TO GET BACK INTO THEIR HOMES.
UH, SOMETIMES IT'S LIKE, WHO'S GONNA BACK UP THAT HALFWAY DOWN THE STREET SO THE OTHER COULD PASS? IT'S A REAL STANDOFF AT TIMES.
TO SUM IT UP, CLIFF STREET IS NARROW, WINDING POPULATED BY MANY YOUNG CHILDREN.
IT'S A STREET WHICH IS BEING ASKED TO HANDLE MORE TWO-WAY TRAFFIC THAN IT WAS EVER DESIGNED TO HANDLE.
I AM ASKING YOU TO FIND SOME REMEDIATION FOR THIS SITUATION.
BE IT SPEED BUMPS OR SOMETHING ELSE.

I'VE BEEN IN COMMUNICATION WITH SEVERAL HASTINGS PARENTS THAT ARE CONCERNED ABOUT WHAT THE NEXT THREE YEARS MIGHT BRING WITH REGARDS TO ICE AND CBP POTENTIALLY ENTERING OUR COMMUNITY, ESPECIALLY HEARING STORIES ABOUT ICE ACTIVITY IN YONKERS AND SCARSDALE AND OTHER AREAS OF WESTCHESTER.

AND I'M ALSO, FRANKLY, CONCERNED ABOUT WHAT WILL HAPPEN TO THE BRAVE MEMBERS OF OUR POLICE DEPARTMENT IF MASKED AGENTS ARE HERE ENGAGING IN THE CONSTITUTIONAL ABUSES THAT YOU SAW, WE SPOKE ABOUT MAYOR, AND WHAT ARE THE RULES? DO THEY KNOW? DO THEY KNOW WHAT THEY'RE SUPPOSED TO DO IN THAT SITUATION? 'CAUSE THAT PUTS THEM IN A, IN A PLACE OF EXTREME DANGER.
AND I DON'T WANT THEM TO BE HURT OR TO FEEL LIKE THEY HAVE TO TAKE ACTIONS THAT, UH, VIOLATE THEIR VALUES OR THE VALUES OF OUR COMMUNITY.
UM, AND I DO, I I, I JUST WANNA POINT TO, UH, IRVINGTON HAS, AT THE VILLAGE OF IRVINGTON, HAS ISSUED A POLICY IN WHICH IT CLEARLY DIRECTS THE IRVINGTON POLICE DEPARTMENT ON WHAT IT CAN AND CAN'T DO IN INTERACTING WITH, UH, YOU KNOW, THOSE, THEY MEET IN THE COMMUNITY ABOUT INQUIRING ABOUT THEIR IMMIGRATION STATUS AND HOW THEY'RE TO COORDINATE OR NOT COORDINATE WITH FEDERAL IMMIGRATION AUTHORITIES.
SO, TO THE EXTENT THAT HASTINGS IS ABLE TO MAKE PUBLIC, UH, WHAT THE CURRENT POLICY IS, ONE, TO, YOU KNOW, PROMOTE TRANSPARENCY, STILL COMMUNITY TRUST, AND ALSO TO HELP HELP US WHO ARE WORRIED ABOUT OUR MEMBERS OF THE POLICE DEPARTMENT TO KNOW THAT THERE'S A SOLID POLICY IN PLACE AND, AND THEY KNOW WHAT TO DO IF, UH, YOU KNOW, THE UNTHINKABLE HAPPENS IN THE NEXT THREE YEARS, UH, YOU KNOW, THAT THAT WOULD BE VERY VALUABLE TO US.
AND ALSO TO THE EXTENT THAT ANYONE'S CONCERNED ABOUT THE ACTIONS THAT THE POLICE DEPARTMENT ARE BEING INSTRUCTED OR NOT INSTRUCTED TO TAKE.
IT WOULD GIVE THE PUBLIC, UH, AN OPPORTUNITY TO COMMENT AND, UH, HOPE, YOU KNOW, VOICE OUR VIEW ON, UH, HOW THE POLICE DEPARTMENT SHOULD BE REPRESENTING OUR COMMUNITY.

AND AT THE TIME, I WAS A MEMBER OF LAW ENFORCEMENT IN WESTCHESTER COUNTY, AND I RECALL BEING TOLD YOU WILL NOT ASK THE, THE STATUS.
AND, AND THE HASTINGS POLICE DEPARTMENT ADOPTED THAT, UH, AS POLICY.
BUT THAT, BUT THAT LAW ONLY APPLIES TO WESTCHESTER COUNTY.
AND, AND SO HASTINGS ADOPTED THAT ALONG WITH THE REST OF THE COUNTY.
UH, AND THEN I THINK, YOU KNOW, THEY HAVE TO GO THROUGH THE FOIL PROCESS, UH, FOR YOUR REQUEST.
UH, AND I THINK THOUGH WHAT YOU'LL FIND IS VERY SIMILAR TO ALL THE OTHER DEPARTMENTS IN THIS COUNTY.
'CAUSE I KNOW THE POLICY WAS CIRCULATED THROUGH THE CHIEFS OF POLICE, AND OUR CHIEF, UH, UH, BROUGHT THAT FROM THE CHIEFS OF POLICE.
I KNOW THE MAYOR AT THE TIME DID MAKE AN ANNOUNCEMENT DURING THE MEETING THAT THEY HAD.
THEY HAD, UH, THEY HAD, UH, PUT IN PLACE A POLICY REGARDING WHETHER OR NOT THEY WOULD GET INVOLVED WITH IMMIGRATION AND CUSTOMS ENFORCEMENT.
AND, UH, I KNOW THAT IT WAS VERY CLEAR THAT THE, THE GUIDELINES THAT THEY WOULD HAVE TO FOLLOW.
SO ONCE, ONCE THAT GOES THROUGH LEGAL REVIEW, THEN YOU'LL, YOU'LL HEAR FROM THEM.
