SO, YOU KNOW, WE ONLY HAVE THREE PATROL SUPERVISORS, SO WE'RE DALLAS A PATROL SUPERVISOR, BUT, UM, THE SENIOR OFFICERS THAT ARE THERE, UM, FILLING THE SPOT ARE DOING A GOOD JOB. WE ALSO HAVE SPECIALIZED UNITS. WE HAVE A BICYCLE UNIT. WE HAVE A MOTORCYCLE UNIT, UH, SALT, WHICH IS SENIORS AND LAW ENFORCEMENT TOGETHER. AND OUR POW PROGRAM, WHICH IS THE POLICE ADOLESCENT LIAISON PROGRAM, WHERE WE HAVE AN OFFICE AT THE SCHOOL, AND THE OFFICERS, UM, GO THERE ON MONDAY AND, UH, FRIDAYS FROM 10:00 AM TO 2:00 PM AND THEY TALK WITH THE KIDS AND THEY GET TO KNOW THE KIDS IN A ONE-ON-ONE SOMETIMES. SO IT HELPS THEM WHEN THEY'RE OUT ON PATROL, UM, AND THEY SEE THE KIDS AND IT WORKS BOTH, YOU KNOW, IT'S GOOD, GOOD RAPPORT. WE ARE ALSO PARTNERS WITH THE WESTCHESTER COUNTY DEPARTMENT OF COMMUNITY MENTAL HEALTH, WHICH, UH, ASSISTS WITH CALLS RELATED TO, UH, MENTAL HEALTH AND SUBSTANCE ABUSE AND SUICIDE. UH, IN JULY, WE JOINED FORCES WITH HOPE NOT HANDCUFFS, WHICH IS A SIMILAR PROGRAM, UH, BUT IT IT'S MORE ON THE, UM, DRUG SIDE OF THINGS. AND WE ALSO PARTICIPATE WITH THE FAITH AND BLUE ORGANIZATION WHERE WE HAVE, UM, WE CAN, UM, CONNECT WITH OUR HOUSES OF WORSHIP. AND WE HAVE AN EVENT EACH YEAR. AND WE ALSO, UH, RECEIVED IN TWENTY TWENTY FIVE, ONE HUNDRED AND SEVENTEEN MISDEMEANOR COMPLAINTS, WHICH IS A CRIME NOT AS SERIOUS AS A FELONY OF FELONIES ARE THE MORE SERIOUS CRIMES. UH, AND WE WERE ABLE TO SOLVE 101 OF THOSE. SO, UM, AND WITH THE FELONIES, WE RECEIVED 24 AND WE SOLVED 13 OF THEM. UH, I'D JUST LIKE TO THANK THE OFFICERS AND OUR DETECTIVE DIVISION IS TOP NOTCH. SO WE'RE PUTTING IN SOME DRAINAGE BASINS, AND WE'RE GONNA TIE INTO THE EXISTING DRAINAGE SYSTEM THAT IS CURRENTLY UNDERGROUND AND SUPPLEMENT THAT WITH SOME NEW PIPING, UH, AS WE NEED TO. AND ABOVE ALL, WE WANNA MAKE SURE, WE MEAN, YOU KNOW, THERE'S NOT A LOT OF HOMES AND BUSINESSES IN THIS STRETCH, BUT FOR ANY DRIVEWAY, WE WANNA MAKE SURE THAT, UH, WE PROVIDE ACCESS, ESPECIALLY ON THE NORTH END OF THE PROJECT, WHERE WE DO HAVE SOME RESIDENCES. UH, WE'RE REMOVING THE MEDIAN AND OR, UH, TURN LANES ON THE SOUTH END. SO WHERE YOU TURN INTO BURNSIDE AND DEVON REPLACING THAT WITH A TRADITIONAL DOUBLE YELLOW LINE. WHAT THAT DOES IS THAT PULLS EVERYTHING A LITTLE BIT MORE TOWARDS THE CENTER OF THE ROAD AND MAKES ROOM FOR THE SIDEWALK. UH, OTHERWISE THE SIDEWALK WOULD BE PUSHING INTO SOME OF THE WALLS. IT'D BE PUSHING INTO PRIVATE PROPERTY INTO THE BURKE STATE PROPERTY. UH, IT WOULD HAVE IMPACTS THERE. AND ALL THE, THE WHOLE ENTIRE PROJECT IS TRYING TO AVOID IMPACTS TO PRIVATE PROPERTY AND HAVE ANY, UH, AND REDUCE OR ELIMINATE ANY POTENTIAL ENVIRONMENTAL IMPACTS, REMOVAL OF TREES AND SUCH. SO WE'RE NOT REMOVING ANY TREES, WE'RE JUST TRIMMING, UH, AT MOST. UH, AND THAT, SO THIS IS, FOR THE MOST PART, THIS IS WHAT YOU'LL SEE. YOU WILL SEE, UH, A TWO LANE ROAD WITH SHOULDERS ON EITHER SIDE. THIS HERE REPRESENTS, UH, SOME OF THE NEW DRAINAGE SECTIONS THAT ARE GONNA GO IN AND HOW THAT WOULD BE ACCOMPLISHED. SO TAKING A PAGE OUT OF THEIR BOOK, SO TO SPEAK. AND THIS, WHAT THIS DOES IS, AGAIN, IT PULLS EVERYTHING TOWARD THE CENTER OF THE ROAD AND MAKES ROOM FOR THIS SIDEWALK, HP, THIS RED LINE ON EITHER SIDE. THAT'S EFFECTIVELY THE, THE BOUNDARY OF THE STATE HIGHWAY. WHAT DOES THE STATE OWN VERSUS WHAT DO PRIVATE PROPERTY OWNERS OWN? THIS WAS SURVEYED AND CERTIFIED BY OUR SURVEY, UH, GROUP AT CIVIL TECH, OUR SUB CONSULTANT. SO THE SIDEWALK WILL BEGIN AGAIN AT THE CORNER OF DEVON AND BROADWAY. IT'S SHADED IN GRAY HERE, AND WE'LL CONTINUE ALONG THE EAST SIDE OR THE NON RIVER SIDE, IF YOU WILL. IT WILL HAVE A, UH, A DA COMPLIANT CROSSING AT BURNSIDE DRIVE. SO THE RAMPS THAT DIP DOWN AND MEET STREET LEVEL, UH, AN ACCESSIBLE ROUTE, MEANING, UH, THOSE WITH DISABILITIES AND WHEELCHAIRS AND SUCH, WILL BE ABLE TO NAVIGATE THIS ROUTE WITHOUT ANY OBSTACLES IN THEIR WAY. UM, WE WILL THEN IMPROVE A BUS PAD ON THIS SIDE. ON THE EAST SIDE. A PREVIOUS ITERATION OF THIS PROJECT, WE DID HAVE A CROSSWALK ACROSS TO THE BUS STOP ON THE OTHER SIDE. THIS WAS MET WITH SOME RESISTANCE FROM DOT. UM, AND IT TURNS OUT THEY ARE DOING, THEY ARE PLANNING TO DO THIS IN THE FUTURE, UH, THROUGHOUT THEIR PROJECT. BUT, UM, ULTIMATELY WAS DECIDED TO LET DOT MAKE THAT CONNECTION IN THEIR PROJECT BECAUSE IT WOULD HAVE BECOME A SITUATION WHERE, OH, YOU KNOW, HASTINGS GOT TO PUT IN A CROSSWALK, AND NOW OUR COMMUNITY WANTS A CROSSWALK. AND RATHER THAN GET MIXED UP IN THAT, UM, WE MUTUALLY AGREED THAT WE WOULD KEEP THAT CROSSWALK. SO BACK, BACK IN DECEMBER, 2024, WHEN I PRESENTED, THERE WAS A CROSSWALK. HERE IT IS NO LONGER. AND THAT'S WHAT WE AGREED ON WITH DOT IN ORDER TO MOVE FORWARD, UH, DRAINAGE. THERE ARE SOME AREAS WHERE THERE IS NOT ENOUGH DRAINAGE. SO WE'RE LOOKING AT ADDING THAT SOME DRAINAGE BASINS AROUND, ESPECIALLY IN DEVON. WAY, BURNSIDE CONNECTING INTO THE EXISTING PIPE, WHICH HAPPENS TO BE RIGHT AT THE EDGE OF THE STATE'S PROPERTY. THIS ST STORMWATER, THAT'S WHAT THAT STANDS FOR. AND IT WILL BE FLOWING IN THIS DIRECTION. EVERYTHING FLOWS TO THE NORTH. AND THEN WE'LL BE MAKING SOME CONNECTIONS. THERE'S SOME EXISTING BASINS, UH, WHERE, BECAUSE THEY'RE GONNA BE IN, WHAT'S THE MIDDLE OF THE SIDEWALK, WE THEN HAVE TO PUT A MANHOLE COVER ON IT AND PUT A NEW BASIN OUT IN FRONT OF IT IN THE SHOULDER TO MAKE SURE WE STILL HAVE SOME GOOD INFRASTRUCTURE HERE. WE'RE GOING TO BASICALLY TIE INTO IT. SO THAT'S WHAT THAT MEANS. AND AGAIN, UH, [00:25:01] BY REMOVING THAT TURN LANE, WE'VE PROVIDED OURSELVES WITH MORE ROOM. UH, WE'LL HAVE A CONSISTENT WIDTH, FIVE FOOT SHOULDER, WHICH IS AGAIN, ANOTHER ELEMENT OF THE COMPLETE STREETS PROJECT, TO PROVIDE A CONSISTENT WIDTH FOR BICYCLISTS AND 12 FOOT LANES, WHICH IS THE STATE STANDARD FOR THESE TYPES OF ROADWAYS. UH, CONTINUING NORTH, AGAIN, CONTINUING THAT THEME OF RESTORING THE DOUBLE YELLOW. WE'RE NOW INTO THE HATCHED AREA THAT WILL COME OUT IS ANOTHER EXAMPLE OF JUST ANOTHER DRAINAGE CONNECTION. AND THE NEW SIDEWALK, AGAIN, CONTINUING FILLING OF SOME SOIL AND GRASS ON THE BACKSIDE OF THE SIDEWALK, BECAUSE WHEN YOU PUT IN A SIDEWALK, IT IS HIGHER THAN THE ROAD THAT'S OUT THERE. AND THEN AS WE ROUND THE CURVE, WE WILL OPEN UP FOR THE TURN LANE. SO IT'S TRYING TO ILLUSTRATE THAT BY SAYING THERE ARE TWO BASIC SECTIONS FOR THE PROJECT, THE TWO LANE AND THE TWO LANES. SO WE'RE GONNA PUT SOME DRAINAGE IN THE ROAD AND TIE INTO THE CROSS CULVERT THAT IS UNDER AND HEADS, UH, NORTHWEST, IF YOU WILL. WE'RE GOING TO THEN ESTABLISH A FORMAL CROSSING ON THE NORTH SIDE OF WASHINGTON AVENUE. THERE WAS A LITTLE BIT OF DEBATE, WHAT SIDE WOULD BE THE APPROPRIATE SIDE. AND TYPICALLY WHEN YOU CAN AVOID IT, IT'S NICE TO NOT HAVE A CROSSWALK IN FRONT OF A LEFT TURN LANE WHERE FOLKS ARE NOT USED TO HAVING SOMEBODY IN THEIR WAY. IT'S AN UN UH, CREATING AN UNSAFE SITUATION WHERE WE DON'T NEED TO. SO THE BETTER AREA TO PUT THAT IN IS ON THE OPPOSITE SIDE, WHERE THERE'S NOT GONNA BE FOLKS WAITING TO TURN. UH, AT DOT'S REQUEST ABOUT HALFWAY THROUGH THAT CROSSWALK, WE'RE INSTALLING A CONCRETE PEDESTRIAN REFUGE ISLAND, WHICH WILL, UH, IT WILL BE RAISED, IT WILL HAVE A, WHAT THEY CALL A MOUNTABLE CURB GOING AROUND. AND THIS WILL GIVE FOLKS AN OPPORTUNITY TO STOP HALFWAY IF, IF THEY GET STARTED, IF THEY START CROSSING ON AND UP, SOMEBODY'S COMING, MAYBE THEY'RE GOING A LITTLE TOO FAST. UH, WE DO NEED THE POLICE RADIO REPEATER AND, UH, RADIOS. THE, THE REPEATERS ARE THE THINGS THAT ARE ON TOP OF ANDRUS AND THIS BUILDING, AND THAT COST IS ABOUT, UM, $50,000. THE RADIOS THEMSELVES ARE, ARE, UH, PROBABLY THE MORE EXPENSIVE PART OF THE PROJECT, BUT, UH, THEY ARE NECESSARY SO THAT OUR ARE OFFICERS CAN COMMUNICATE WITH EACH OTHER AND WITH THE REST OF THE COUNTY. UH, THAT IS ALL, UH, TO BE FUNDED THROUGH A BAN. UH, WE HAVE, UM, UH, NEW VEHICLES FOR THE CHIEF AND THE LIEUTENANT AS WELL AS A PATROL VEHICLE. AND THOSE ARE ALSO TO BE FUNDED THROUGH A BAN. UH, AND THEN THERE ARE SOME OTHER SMALLER, UM, CAPITAL ITEMS, UH, THAT ARE LAID OUT, UM, UH, PLATE READER AND, AND THINGS OF THAT NATURE IN YOUR, IN, IN, IN THE INFORMATION THAT I PROVIDED, UH, PARKS AND RECREATION, I, I, I ADDED DEER MANAGEMENT HERE BECAUSE WE HAD NOT INCLUDED IT INTO THE OPERATIONAL BUDGET. AND WHEN IT BECOMES DISRUPTIVE TO A MEETING, WE'LL HAVE THE ABILITY TO, UH, ADJUST IT. AND THAT'S IMPORTANT. UH, MCCN PARK, WHICH IS A, UH, GREAT PROJECT THAT, THAT WE'VE BEEN MOVING FORWARD ON. UM, THAT PROJECT, WE THINK IS GONNA BE PRETTY MUCH FULLY FUNDED THROUGH GRANTS AND, AND, UH, CONTRIBUTIONS THAT THE VILLAGE HAS RECEIVED. UM, I MENTIONED THE, UH, PARK PLAYGROUND RE RENOVATION IN ZINZER. UM, AND THERE'S ALSO SOME COSMETIC, NOT COSMETIC, BUT SOME, UH, RENOVATION THINGS WITH LIGHTING AND ET CETERA IN THE JHCC. UH, THERE'S SOME PARK IMPROVEMENTS TO THE ZINZER AND UNION TOWN FIELDS AND BLEACHERS AND THINGS LIKE THAT. UM, THE TREE REMOVAL ON THE RETAIN, OH, ANOTHER SAVINGS. GOOD. THE TREE REMOVAL ON THE, UM, THAT WAS DISCUSSED EARLIER, UM, IS SOMETHING THAT I HAD GONE OUT TO WITH THE PARK SUPERINTENDENT TO LOOK SPECIFICALLY AT THE TREES. AND, UH, UH, THE SPEAKER WAS, UH, CORRECT. THEY ARE OAK TREES AND THEY ARE, UM, VERY MAJESTIC. AND I WOULD LIKE, I I, THE, THE WALL IS, UM, GETTING A BIT, UH, DECREPIT. IT IS ONLY APPLICABLE TO WORK THAT OCCURS IN THE SORT OF, UH, SOUTHWEST PORTION OF THE VILLAGE. UH, FOR REASONS THAT WE'VE TALKED ABOUT BEFORE, IT HAS TO DO WITH, UH, BEING ABLE TO, UH, DEMONSTRATE THIS. THIS GRANT WAS A NO MATCH GRANT, AND, UM, IT, IT, YOU HAD TO BE ABLE TO DEMONSTRATE CERTAIN THINGS IN ORDER FOR THE AREA THAT IT CAN BE APPLICABLE TO. UM, THE AQUEDUCT PARKING LOT HAS BEEN REALLY, WE STILL ARE KIND OF AT A LITTLE BIT OF A LOGGERHEAD WITH, UH, WITH THE OCA ON THAT. SO WE'LL HAVE TO, UH, GET BACK TO THAT. THAT, UH, HASN'T REQUIRED ANY LOCAL FUNDING. UM, PUBLIC WORKS ALSO HAS SIGNIFICANT LOCAL FUNDING. UM, I'VE PUT IN A HALF A MILLION DOLLARS FOR PAVING AND CURBING, UH, WHICH WE WILL EASILY BE ABLE TO USE. UH, WE NEED A NEW SALT SHED DESPERATELY DOWN THERE. I DON'T KNOW IF ANY OF YOU HAVE BEEN DOWN TO THE DPW LATELY, BUT WE ARE. UM, IT'S REALLY, IT'S REALLY AT END OF LIFE. AND, UH, THE ROOF FOR THE DW BUILDING ALSO NEEDS TO BE, UH, REPAIRED. AND OUR FRONT END LOADER IS A 1997. SO I THINK WE'VE GOTTEN, YOU KNOW, WE'VE GOTTEN, UH, ALMOST, WHAT, 30, 30 YEARS OUT OF, OUT OF THAT VEHICLE. I THINK WE'VE GOTTEN OUR MONEY'S WORTH THERE.
