I'M GONNA ASK FOR YOUR HELP 'CAUSE I'M NOT GOOD AT READING, SO YOU'RE GONNA COME HELP ME READ, ACTUALLY, NO, I'M JUST KIDDING.
BUT IS THAT OKAY? YEAH, TOTALLY.
FOOD ALLERGY AWARENESS WEEK WAS ESTABLISHED AS A NATIONAL WEEK OF ENCOURAGING FOOD ALLERGY AWARENESS AND SUPPORTING THOSE WHO ARE IMPACTED BY FOOD ALLERGIES AND ANAPHYLAXIS.
FOOD ALLERGIES AFFECT AS MANY AS 32 MILLION AMERICANS, INCLUDING 6 MILLION CHILDREN.
AND WHEREAS THE PREVALENCE OF FOOD ALLERGIES APPEARS TO BE INCREASING AMONG CHILDREN UNDER THE AGE OF 18, WHICH IS TWO STUDENTS IN EVERY CLASSROOM.
AND RA ACCORDING TO THE CENTERS FOR DISEASE CONTROL AND PREVENTION.
BETWEEN 1997 AND 2011, THE PREVALENCE OF FOOD ALLERGIES ROSE 50%.
AND WHEREAS NINE FOODS ACCOUNTED FOR 90% OF ALL FOOD ALLERGY REACTIONS, PEANUTS, TREE NUTS, MILK, EGGS, WHEAT, SOY, FISH, SHELLFISH, AND SESAME.
WHEREAS A FOOD ALLERGY IS AN IMMUNE SYSTEM RESPONSE TO A FOOD THE BODY MISTAKENLY BELIEVES IS HARMFUL.
WHEN A PERSON WITH FOOD ALLERGY EATS THE FOOD, HIS OR HER IMMUNE SYSTEM RELEASES MASSIVE AMOUNTS OF CHEMICALS, INCLUDING HISTAMINE, THAT TRIGGER A CASCADE OF SYMPTOMS THAT CAN AFFECT THE RESPIRATORY SYSTEM, THE GASTROINTESTINAL TRACT, THE SKIN, AND OR THE CARDIOVASCULAR SYSTEM.
AND WHEREAS THERE IS NO CURE, CURE FOR FOOD ALLERGY, STRICT AVOIDANCE IS THE ONLY WAY TO PREVENT AN ALLERGIC REACTION.
AND WHEREAS ANAPHYLAXIS IS A SERIOUS ALLERGIC REACTION THAT COMES QUICKLY AND HAS POTENTIAL TO BECOME LIFE-THREATENING.
AND WHEREAS MANAGING A FOOD ALLERGY ON A DAILY BASIS INVOLVES CONSTANT VIGILANCE AND TRACE AMOUNTS OF AN ALLERGEN CAN TRIGGER AN ALLERGIC REACTION IN SOME INDIVIDUALS.
WHEREAS FOOD ALLERGY AND ANAPHYLAXIS CONNECTION TEAM IS A NATIONAL NON-FOR-PROFIT ORGANIZATION COMMITTED TO THEIR MISSION TO EDUCATE, ADVOCATE, AND TO RAISE AWARENESS FOR ALL INDIVIDUALS AND FAMILIES AFFECTED BY FOOD ALLERGENS AND LIFE-THREATENING ANAPHYLAXIS.
AND NOW THEREFORE, I THOMAS DRAKE, MAYOR OF THE VILLAGE OF HASTINGS ON HUDSON DO HEREBY PROCLAIM MAY, 2026 AS FOOD ALLERGY AWARENESS MONTH IN THE VILLAGE OF HASTINGS ON HUDSON, AND ENCOURAGE ALL RESIDENTS TO INCREASE THEIR UNDERSTANDING AND AWARENESS OF THIS POTENTIALLY LIFE-THREATENING MEDICAL CONDITION AND IMPROVING THE QUALITY OF LIFE OF THE 32 MILLION AMERICANS AFFECTED BY FOOD ALLERGIES AND ANAPHYLAXIS BY VISITING WWW.FOODALLERGYAWARENESS.ORG.

BETWEEN ALL THREE THAT HAVE LIFE THREATEN.

I, UM, HAD SOME CONVERSATION, UH, THIS PAST WEEK WITH, UH, THE SCHOOL DISTRICT, UH, RELATED TO ISSUES THAT HAVE BEEN, AS YOU KNOW, I LIVE ACROSS THE STREET FROM THE SCHOOL.
THERE HAVE BEEN ONGOING SAFETY ISSUES.
YOU KNOW, THERE WAS SOMETHING LAST WEEK, A SECOND ACCIDENT ON FARGATE.
UH, THERE WAS PREVIOUSLY ONE, TWO MONTHS AGO ON HILLSIDE.
UM, I KNOW YOU HAD A MEETING, UH, WITH THE, UH, BOARD OF ED, UH, LAST MONTH.
UM, I'M HOPING THAT YOU CAN FIND A WAY TO CONTINUE AND ACTIVELY, UH, ENGAGE WITH THE BOARD OF ED AS IT RELATES SPECIFICALLY, UM, TO THIS ISSUE.
UM, IT'S ALWAYS HARD BECAUSE AS SOON AS YOU'RE DEALING WITH SAFETY, THEN WHILE WHERE I OR SOMEBODY WOULD COME IN AND BE CONCERNED ABOUT WHAT THEY CAN SEE, UH, IN FRONT OF THEM, YOU ARE ON THEIR PLAQUE.
WE KNOW THAT THE, THE ISSUE IS MUCH LARGER, BUT AS SOON AS YOU TRY TO ENCOMPASS AND, AND ACTUALLY DO A GLOBAL ADDRESSING OF THE ISSUE, IT GETS EVEN MORE OUT OF CONTROL.
SO THE SCHOOL IS AN AREA THAT HAS SPECIFIC NEEDS AND THE PROBLEM IS THAT THEY'RE AN ENTITY.
THE ENFORCEMENT OF ISSUES AROUND THE SCHOOL IS REALLY THE PURVIEW OF THE POLICE.
UH, THEY CAN'T, THE SCHOOL DOESN'T GO OUT AND, AND, UH, ENFORCE TRAFFIC OR SAFETY ISSUES, ALL OF WHICH SAY, I'M HOPING THAT YOU CAN FIND A WAY TO HAVE AT SOME POINT SOON, SOME ADDITIONAL INTERACTION WITH THEM.
UH, I KNOW THE SAFETY COUNCIL IS MEETING THIS WEEK AND THERE'S GONNA BE, UH, SOMETHING ON THE AGENDA ABOUT THAT AS WELL.
SO THERE'S, UH, SOME, SOME CHANCE FOR SOME MOVEMENT ON THIS, EVEN THOUGH IT'S ULTIMATELY AN EXTREMELY INTRACTABLE PROBLEM.

UH, AS MANY KNOW, WE HAD HASTINGS DAY ON SUNDAY, WHICH WAS A WONDERFUL, UH, EVENT.
AND AT HASTINGS DAY, UM, UH, VILLAGE CLERK COSTANTINI AND I, UH, MANNED A BOOTH FOR PLAYGROUNDS IN OUR PARKS.
AND WE WERE FORTUNATE ENOUGH TO GET A LOT OF INPUT FROM OUR RESIDENTS ON THE SUBJECT.
UH, WE WERE, I WAS ACCOSTING, UH, YOUNG FAMILIES IN THE STREET AND, AND ASKING THEM TO COME OVER, AND SHE WAS SOLICITING FOR THE RECORD, SOLICITING YOUNG FAMILIES.
UH, AND, UM, AND, AND WE GOT SOME REALLY GOOD INPUT.
UH, TUBE SLIDES WERE THE MOST DESIRED PLAYGROUND, UH, APPARATUS.
BALANCE BEAMS AND ELEMENTS WERE THE MOST, THEY, THEY, THEY, THEY WERE THE MOST DESIRED, BUT TUBE SLIDES WAS RIGHT BEHIND IT.
SO, UM, AND, UH, ROPE BRIDGES WAS, WAS A BIG HIT AS WERE GROUP SWINGS.
AND SO WE'RE GONNA BE DOING IMPROVEMENTS TO ZOR PARK THIS YEAR, AND WE'RE ALSO LOOK TO THE PLAYGROUND THERE.
AND WE'RE ALSO LOOKING, UH, AS YOU KNOW, WE'RE, WE'RE DESIGNING NOW THE, THE IMPROVEMENTS IN ECKRIN PARK.
SO WE'LL BE USING THE INPUT THAT WE GOT FROM RESIDENTS ON THESE, THESE DIFFERENT TYPES OF, UH, FACILITIES THAT ARE AVAILABLE TO MAKE TO, TO, TO, YOU KNOW, DESIGN THE, DESIGN THE PLAYGROUNDS.

AND THEY, HE, HE SH HE SENT ME A LITTLE BIT OF A MAP THAT, UH, HAS, UH, SIGHTINGS ACTIVITY AND WHERE, WHERE THE, WHERE THE MOST SIGHTINGS WERE.
AND THEY WERE IN THE KIND OF WOODED AREA OFF OF HOLLYWOOD CIRCLE AND, UM, FARLEY DRIVE AND DOWN BY, UH, UNIONTOWN PARK WERE AREAS THAT WERE, UH, REALLY FOUND TO BE HEAVILY HEAVY DEER POPULATIONS IN THAT, IN THAT AREA.
BUT THE ONE, HE DOES RECOMMEND THAT THE VILLAGE PERFORM A DEER DENSITY SURVEY, AND THAT'S DONE ESSENTIALLY WITH CAMERAS.
AND FOR 28 DAYS, YOU, HE WOULD EVALUATE THE, THE DEER DENSITY.
AND HE HAS, UM, THREE DIFFERENT LEVELS OF POTENTIAL PROGRAMMING FOR DEER MANAGEMENT.
UM, I WOULD LIKE TO RECOMMEND THAT WE CONSIDER THE MODERATE PROGRAM, WHICH, UH, IS $47,000.
THE, THE DEER DEER DENSITY SURVEY IS, UH, $2,500.
UM, THE MODERATE PROGRAM, UH, SEEMS TO BE WHAT OUR, IS WHAT, WHAT OUR NEIGHBORS, UH, IN BOTH DOBBS AND IRVINGTON ARE DOING AND HAVING GOOD RESULTS WITH THAT.
AND SO I THINK THAT, UM, AND IT ALSO COMES WITH AN END OF SEASON REPORT, WHICH IS PROBABLY PRETTY CRITICAL AND IMPORTANT TO, UH, EVALUATING, YOU KNOW, THE EFFECTIVENESS OF THE PROGRAM.
UM, SO, UH, SO, YOU KNOW, I I, IF THE, IF THE BOARD WOULD LIKE TO MOVE AHEAD WITH, WITH THIS KIND OF A, YOU KNOW, WITH THIS PRO, WITH THIS PROJECT, WE'VE DISCUSSED IT A NUMBER OF TIMES AT BOARD MEETINGS.
HOW DOES THE DEER DENSITY RESULTS CHANGE HIS APPROACH THERE? UM, THEY, THEY BASICALLY, HE, HE STRATEGICALLY PLACES, UH, TRAIL CAMERAS.
AND THEN HE ANALYZES THE, THE DATA THAT'S PRODUCED FROM THOSE CAMERAS TO ESTIMATE THE DEER DENSITY ACROSS THAT PARTICULAR OH, SO IT'S NOT MANAGEMENT AREA.
SO IT DOESN'T INFORM HIM WHERE HE DOES THE CULLING.
IT'S JUST ABOUT KIND OF THE OVERALL END CORRECT.
AND THE, AND THE DEER DENSITY, THAT'S A ONE TIME, UH, YES.
YES, THAT'S DONE ACTUALLY, I THINK EARLIER BEFORE ANY OF THE ACTUALLY MANAGEMENT ACTIVITY WOULD OCCUR.

CHARGE OF THIS COMMITTEE WILL BE TO RECOMMEND TO THE BOARD OF TRUSTEES THE BEST USES OF THE LIPCHITZ STUDIO BUILDING AS AN ASSET OF THE VILLAGE OF HASTINGS ON HUDSON.
THE COMMITTEE WILL CONSIDER, AMONG OTHER THINGS, THE HISTORICAL AND EDUCATIONAL VALUE OF THE BUILDING, AS WELL AS THE, AS WELL AS THE BUILDING'S, LOCATION, CONDITION, ACCESSIBILITY, AND THE NEEDS OF THE VILLAGE THAT THE BUILDING WILL BEST SERVE AND COMPLIMENT.
THE COMMITTEE IS CHARGED WITH ENGAGING WITH THE PUBLIC AND THE BOARD OF TRUSTEES THROUGH SURVEYS, PUBLIC FOR, AND PRESENTATIONS CULMINATING IN THE DEVELOPMENT OF A PROPOSED MASTER PLAN FOR THE BUILDING.
